As a prime contractor under USAID’s EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ) contract, we are seeking experienced Program Coordinators for an anticipated Iraq Monitoring Project. The purpose of this contract is to establish a third-party monitoring (TPM) and evaluation support system to monitor, verify, and evaluate selected programs in Iraq, which are funded by USAID’s Bureau for Humanitarian Assistance (BHA). The information and findings from the project will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

This is a long-term position for Iraqi nationals only based in Erbil or Baghdad, Iraq.

Job Description

The Program Coordinators will provide essential logistics support in planning monthly monitoring site visits as well as data quality assurance. The Program Coordinators will work closely with the M&E Specialist.

Duties and Responsibilities

  • Responsible for managing quality assurance of data collected from verification activities in Iraq
  • Support the planning and coordination of monthly field activities
  • Train data collection staff
  • Verify collected data on a rolling basis and triangulate information to identify any inconsistencies to be resolved with the field team
  • Ensure accurate data is submitted on time and according to requirements

Qualifications

  • Bachelor’s degree in a relevant field.
  • At least five (5) years of relevant experience managing and verifying field data; experience with third-party monitoring preferred.
  • Excellent oral and written communication skills, analytic skills, interpersonal skills, and team management skills.
  • Written and spoken English fluency required.
  • Ability to interact with public, private, and civil society leaders and groups concerning data collection and surveying for project verification and monitoring.
  • Previous experience implementing, monitoring, or evaluation humanitarian assistance programs.
  • Ability to conduct quantitative and qualitative field research using document review, direct observation, focus groups, interviews, and surveys.
