As a prime contractor under USAID’s EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ) contract, we are seeking experienced Field Coordinators for an anticipated Iraq Monitoring Project. The purpose of this contract is to establish a third-party monitoring (TPM) and evaluation support system to monitor, verify, and evaluate selected programs in Iraq, which are funded by USAID’s Bureau for Humanitarian Assistance (BHA). The information and findings from the project will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

This is a long-term position for Iraqi nationals only based in Erbil or Baghdad, Iraq.

Job Description

The Field Coordinators will provide essential logistics support in planning monthly monitoring site visits as well as quality assurance during data collection. The Field Coordinators will work closely with the field monitoring team under the supervision and guidance of the Deputy Chief of Party.

Duties and Responsibilities

  • Monitor data collection by TPM field teams, on site or remotely
  • Train data collection staff before, during, and after site visits
  • Assure quality of collected data through call backs to respondents, revision of transcripts, audio-recordings, GPS record, completed checklists, and meta-data
  • Verify that data are collected per IMP data collection protocols and guidance
  • Ensure accurate data is submitted on time and according to requirements
  • Report any concerns related to data quality or integrity to the Deputy Chief of Party
  • Other tasks as directed by the Deputy Chief of Party or M&E Specialist
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in a relevant field.
  • At least three (3) years of relevant experience collecting field data required; experience with third party monitoring preferred.
  • Excellent oral and written communication skills, analytic skills, interpersonal skills, and teamwork skills.
  • Proven ability to manage a team to ensure timely and quality submission of project deliverables.
  • Written and spoken English and Arabic fluency required.
  • Knowledge of Kurdish for Erbil position is desirable but not a requirement.
  • Ability to conduct quantitative and qualitative field research using document review, direct observation, focus groups, interviews, and surveys.
  • Strong understanding of local context and conflict zone challenges highly desired.
  • Previous experience implementing, monitoring, or evaluating humanitarian assistance programs desired.
  • Familiarity with gender issues in humanitarian action, and/or protection mainstreaming best practices desired.
