Background

The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates 2018. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe, thus responding to a gap long identified by survivors. GSF acts to provide interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. GSF advocates for duty bearers as well as the international community to develop reparations programmes. It also guides states and civil society by providing expertise and technical support for designing reparations programmes. GSF’s survivor-centric approach is the cornerstone of its work.

The project

GSF has been working in northern Iraq (Sinjar and Duhok) since 2020 in partnership with Nadia’s Initiative and Mission East to provide survivors of ISIS captivity with interim reparative measures (IRM). In March 2021, the Iraqi parliament adopted the ‘Yazidi Survivors’ Law’ (YSL), which foresees a comprehensive reparation programme for survivors of ISIS captivity, including female and male survivors of captivity, as well as Yazidi, Shabak, Christian, or Turkmen women and girls who were abducted by ISIS. While the law is operational, the government has not carried out a cost of the implementation of the YSL. Undertaking a costing of the law in a survivor-centred manner will allow an assessment of the measures that are feasible and affordable, how the YSL can be implemented or how survivors’ voices can effectively be included.

The GSF Technical Advisor for Iraq will guide this consultancy in terms of unpacking the scope of the YSL and possible scenarios, to enable the costing of the law with relevant stakeholders, including survivors.

Consultant’s Responsibilities

  • In consultation with and input from the Technical Advisor for Iraq, carry out a forecasting and a financial analysis of the cost of implementing the YSL in a survivor-centred manner. Such costing exercise would cost the implementation process (including administrative costs) but also the delivery of the various reparation measures, such as financial compensation, included in the YSL;
  • Develop cost models and scenarios to assess various funding alternatives and their impact, for instance, based on the number of known or potential survivors;
  • Identify potential risks and opportunities related to the financial aspects of the YSL;
  • Draft a Report on the costing of a survivor-centred implementation of the YSL;
  • Engage with and provide briefings to relevant stakeholders and decision-makers as appropriate;
  • Provide input to the Technical Advisor for Iraq on reports to Global Affairs Canada, including on performance under the log frame as required;
  • In collaboration with the Technical Advisor for Iraq, provide technical support and knowledge sharing to local partners and authorities, raising awareness about the feasibility of financing reparations;
  • Perform any other duties as required to support the work of GSF in Iraq;
  • Travel to various country regions and GSF HQ as necessary.

Requirements

Education and Experience

  • A bachelor’s degree in finance, accounting, economics, or a related field.
  • A master’s degree, further training or equivalent experience in public finance, financial analysis, economics or other relevant equivalent studies;
  • At least five years of progressive relevant experience working on consultancies for government, international organisations in public finance, economic analysis, auditing or related field;
  • Previous experience in the field of human rights, humanitarian law, conflict-related sexual violence, reparations, and/or transitional justice would be an asset.

Other requirements

  • Experience on financial data management and analysis;
  • Fluency in Arabic;
  • Professional demeanour and first-class communication skills;
  • Iraqi citizenship and living in Iraq would be an asset;
  • Knowledge of conflict-related sexual violence in Iraq would be an asset.
