The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. In Ukraine Norwegian Red Cross supports the activities of Ukrainian Red Cross Society

The overall objectives for Norwegian Red Cross in Ukraine is to assist and help more than 200 000 people affected by the war. A genuine locally led partnership between the Norwegian Red Cross and the Ukrainian Red Cross (URCS), linking relief with long-term assistance, while ensuring responsible risk management, will contribute to build strong resilience of local communities. The priorities moving forward includes expanding existing operations in the most conflict affected areas and continue to invest in strategic capacity building.

Norwegian Red Cross is now looking for a Head of Health Delegate who will be managing our health and health-related projects in Ukraine, in close partnership with Ukrainian Red Cross.

Duties and responsibilities

Strategic responsibilities

  • Ensure that Norwegian Red Cross supported projects in Health and first aid are designed and implemented in line with established technical standards and project management methodologies.
  • Ensure that Ukraine Red Cross Health teams is coached in thematic frameworks and relevant technical standards and support the operationalization of those standards.
  • Liaises with Ukraine Red Cross technical and project teams to ensure relevance of technical assistance provided.
  • Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalized technical standards in relevant areas.
  • Liaises with other Partner National Societies and all relevant actors to strengthen cooperation and optimize efficiency and complementarity of operations.
  • Ensure adherence of NorCross operations with the internal long-term strategy.

Some operational responisbilities

  • Promote, lead and support technical assessments and scoping missions as requested and contribute technically to project development when needed.
  • Supervise and, if needed, carry out regular field monitoring, provide recommendations and assistance on project improvements and follow up on their implementation in line with established project agreements and project plans.
  • Lead and organize technical mid-term reviews upon request and contribute to terms of reference and inception reports to final evaluations.
  • Lead and oversee data collection and provide technical support to quarterly and yearly country reports.
  • Lead the regular program evaluations in Ukraine.

Collaboration

  • Work closely with the relevant thematic Coordinator / Advisor at the National Office (HQ) and other technical colleagues in the same discipline in other countries and regions.
  • Support collaboration with other Red Cross Movement technical personnel to enhance overall humanitarian impact in the country.
  • Collaborate and manage Health Delegate East and Health Delegate West, in addition to other technical advisors in the region as relevant.

Qualifications

Formal competance

  • Higher University Degree in relevant technical discipline.

Skills and knowledge

  • In-depth understanding of relevant technical standards and the operationalization of those standards in humanitarian projects.
  • Proven experience from project management, including needs assessments project design, MEAL planning and reporting.
  • Experience with people management
  • Knowledge about building technical capacities of partner organizations.
  • English is required, Russian or Ukrainian language is a strong advantage.
  • Advanced understanding of the use of innovative tools and approaches in relevant technical discipline is an asset
