Position Overview

Pact seeks an experienced Workforce Development Specialist for the five-year USAID/Ukraine year Public Health System Recovery and Resilience (PHS R&R) Project. The primary goal of PHS R&R is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups. The Workforce Development Specialist will lead PHS R&R’s efforts to improve capacities of the public health workforce to execute 10 essential public health operations at the national, regional and local level. Workforce Development Specialist will be responsible for assessing capacity development needs, planning and coordinating capacity building activities for staff and management of the regional Centers for Disease Control and Prevention and other public health entities in Ukraine as well as will lead collaboration with Ukrainian Universities to strengthen public health programs. This position reports to the Public Health Lead.

Key Responsibilities

  • Under direct supervision of the Public Health Lead, coordinate the development and implementation of capacity building activities, such as trainings, workshops, learning and other events for different target audiences through different delivery modes (off-line, on-line and hybrid).
  • Define the workforce development strategy/plan for the Project and maintain high-quality, up-to-date activities to support workforce of varying skill levels.
  • Work effectively across the Project with partners, stakeholders, and experts to support programs for workforce capacity-building activities.
  • Ensure ongoing needs assessments and feedback loops to inform Project capacity building interventions; analyze effectiveness of capacity building activities supported by the Project and. Other tasks as assigned.

Basic Requirements

  • Master’s degree or higher from an accredited university in human resources, human resource management, business administration, medicine, public health, social work, public policy, health and human services, or a related field is required
  • At least three to five (3-5) years of experience in workforce development and skills building.
  • Broad understanding of capacity building needs in the area of public health and health systems.
  • Ability to collaborate well with multiple stakeholders.
  • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc.,
  • Demonstrated ability to work in complex environments and work with and between different stakeholders.
  • Demonstrated skills in problem-solving and consensus building.
  • Ability to travel within Ukraine, when health and safety situation allows.
  • Fluency in Ukrainian and English.

Preferred Qualifications

  • Experience working in the healthcare and public health sphere, experience in working with MoH/CPH.
