Position Overview

Pact seeks an experienced Vaccination Specialist for the five-year USAID/Ukraine year Public Health System Recovery and Resilience (PHS R&R) Project. The primary goal of PHS R&R is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups. The Vaccination Specialist will support the implementation of a wide range of activities of the PHS R&R Project aimed to strengthen the COVID-19 response and routine immunization at the national, regional and local levels in close partnership with health and non-health actors, representatives of governmental and nongovernmental organizations, public sector and other stakeholders. Vaccination Specialist will contribute to improving preparedness, resilience and response of public health and health care organizations against COVID-19 and other vaccine-preventable diseases, and to sustaining essential health care services during the health crisis. This position reports to the COVID-19/Immunization Team Lead of the PHS R&R Project.

Key Responsibilities

  • Under direct supervision of COVID-19/Immunization Team Lead, contribute to planning, implementation, and monitoring of PHS R&R activities aimed to strengthen the national and sub-national COVID-19 response and routine immunization
  • Support implementation of project activities related to COVID-19 vaccination and routine immunization in coordination with identified stakeholders at different levels of public health system of Ukraine.
  • Work with partners to identify public health systems strengthening needs to improve COVID-19 prevention, detection, response, and control including ensuring continuity of essential health services
  • Provide and coordinate technical assistance and capacity building support to MOH/CPH/RCDCPs to address immediate COVID-19 response needs; improve the quality and uptake of services; and strengthen national and sub-national COVID-19 response and recovery capacities.
  • Provide and coordinate technical assistance and capacity building support to MOH/CPH/RCDCPs to increase routine vaccination among priority populations in target regions.
  • Participate in national and regional meetings and technical working groups to strengthen strategies and capability for surveillance, testing, contact tracing, and vaccination related to COVID-19 and other vaccine-preventable diseases
  • Contribute to capturing and documenting learnings from ongoing COVID-19 response to inform preparedness for future health emergencies.
  • Contribute to work planning and reporting.

Basic Requirements

  • Master’s degree or higher from an accredited university in medicine, public health, epidemiology or a related field is required
  • At least three to five years of experience developing, implementing, and/or monitoring health programs, with experience in public health emergencies, vaccination programs, and/or response to epidemics preferable.
  • Broad understanding of public health, health systems, and health emergency response in Ukraine.
  • Demonstrated ability to work in complex environments and work with and between different stakeholders.
  • Demonstrated skills in problem solving and consensus building.
  • The candidate must be demonstrably proficient in (oral, writing and reading) Ukrainian and English.
  • Ability to travel within Ukraine.

Preferred Qualifications

  • Experience working with the Ministry of Health of Ukraine and Center for Public Health on health emergencies, vaccination, and/or response to epidemics.
