Background

The Movement Building Programme seeks a consultant to facilitate a governance-mandated working group tasked to present scenarios and recommendations to the International Board on improving financial distribution of resources within Amnesty legal entities. As a large and complex membership organization, Amnesty International operates a resource distribution model to support legal entities unable to reach self-sufficiency levels currently. The mechanism, decision-making and level of investment in the current financial model will be reviewed pursuant to a decision by Amnesty’s highest global governance body – the Global Assembly. The Global Assembly has instructed the formation of a multidisciplinary working group comprising of membership from within and outside Amnesty International. Due to the complexity of the matter and the importance to present change options that are viable and in the spirit of the Global Assembly’s decision, Movement Building – the logistical coordinator o f the working group – welcomes applications from experienced facilitators to fulfil the timeline and task assigned to the working group. The assignment is expected to take place between February 2022 and January 2023.

As part of the International Secretariat, the Movement Building Programme supports national entities (Amnesty International’s national branches that are locally governed and managed) and strengthens their organizational health, governance, management and growth capacity, and accountability. It enables the Amnesty International movement to increase diversity and grow its support-base by facilitating professional services to enhance their capacities and competencies.

OBJECTIVE AND SCOPE OF WORK

The objective of this consultancy would be to deliver high-quality facilitation for the Equitable Distribution of Financial Resources Working Group, ensuring the efficient running of sessions and maintaining space for productive discussion and outcomes.

Key tasks will include:

  • Facilitate approximately 12 online meetings between March 2022 and January 2023 in Amnesty’s three core languages (English, French and Spanish).
  • Provide order, rhythm and participatory methodologies to bring consensus and results.
  • Provide advice on meeting agendas and methodology.
  • Collect the feedback through the meetings in order to draw summaries of the key feedback and recommendations.
  • Work closely with Movement Building to guide the plans, work plan and timelines of the working group as well as with relevant logistics needed.

DELIVERABLES

The consultant will ensure that the following are delivered as part of this consultancy:

  1. Approximately 12 online focus group discussions over the course of 13 months, spanning 1.5 hours max each in English, French and Spanish in morning/afternoon sessions.
  2. Periodic reports of the discussion outcomes with clear next steps and recommendations as adopted by the working group.
  3. A final report on best practices to follow when facilitating governance-mandated groups within Amnesty International.

SKILLS AND EXPERIENCE REQUIRED

The facilitator must have the following skills and competencies in order to complete all the tasks to satisfaction:

  • Online facilitation skills, facilitating focus group discussions with a variety of participants in Teams or Zoom platform.
  • Experience facilitating online conferences with simultaneous interpretation
  • Sufficient language skills in order to facilitate discussions in French, Spanish and English (interpretation will be provided).
  • Good skills in collating and summarizing outcomes.
  • Ability to work across time zones and cultures
  • An understanding of Amnesty, its standards, quality assurance and governance in an INGO context

TASK MANAGEMENT AND REPORTING

This consultancy is commissioned by the Programme Director, Movement Building Programme under the 2021/03 Global Assembly decision. Day to day the consultant will be managed by the Lead Adviser – Learning and Resource Allocation in terms of ensuring the consultant is supported in completing the task and ensuring deliverables.

The suppliers are asked to provide a tender proposal outlining:

  • A CV (max 2 pages).
  • A short cover letter explaining how you meet the criteria for the assignment.
  • Information about the overall fee requested, including a breakdown of cost. This fee should cover all expenses related to the assignment, including working time, any related expenses and all communication costs. The final costs will be agreed on post estimation and discussion.
