The Program

The Department of Foreign Affairs and Trade (DFAT) through the Australian Embassy in Phnom Penh delivers Australia’s bilateral development cooperation program in Cambodia. The program, Cambodia Aid Advisory Services (CAAS), provides long and short-term advisory and non-advisory support to the Australian Embassy, Phnom Penh to enable the effective and efficient delivery of development cooperation to meet Australia’s foreign, economic and development policy objectives in Cambodia.

Water, Energy, Environment and Climate are key Australian Government priorities and a core focus across multiple of the Australian Embassy’s bilateral, regional and global programs including:

  • The Cambodia Australia Partnership for Resilient Economic Development (CAP-RED)
  • Partnerships for Infrastructure (P4I)
  • Mekong Australia Partnership: Water, Energy and Climate pillar (MAP-WEC)
  • The Australian Water Partnership

These programs seek to strengthen water security, promote clean energy and respond to climate change in Cambodia and the region. Key focal areas include agriculture; irrigation and water management; renewable energy; fisheries; marine debris and coastal, riverine and inland management; plastics; pollution; and nature-based solutions.

The Position

The Water, Energy, Environment and Climate (WEEC) Specialist will support the Australian Embassy to deliver high-quality bilateral, regional and global water, energy, environment and climate programs in Cambodia. They will do this by assisting selected Cambodian, Mekong and regional institutions to contribute to improved local, national and transboundary water security, environmental, climate and disaster-related dimensions. Furthermore, the WEEC Specialist will improve the capacity of key stakeholders and scope options to engage with likeminded governments where appropriate.

Other key responsibilities include:

  • Advising the Embassy and providing high-quality technical advice on Water, Energy, Environmental and Climate issues in Cambodia and the region.
  • Assessing key environmental challenges in Cambodia in line with the priorities of key stakeholders, especially within the Cambodian Government.
  • Identifying activities of key development partners and areas in which Australia’s development program could usefully complement or expand.
  • Highlighting gaps in environmental resilience and infrastructure programs Australia’s development program would be suitable to address.
  • Designing, developing and implementing activities and advising on associated environmental and sustainability issues.
  • Producing a range of high-quality written materials and policy advice, including briefings, correspondence, proposals, presentations, speeches and minutes to inform activity progress, emerging issues and key risks.

The Person

The successful candidate will possess tertiary qualifications in a relevant field such as Water, Energy, Climate, Environment or Natural Resources and demonstrated experience within the Water, Energy and/or Climate sectors. The WEEC Specialist will show experience working in Southeast Asia & will have strong Cambodian, regional and global networks within the Water, Energy, Environment and/or Climate sector. The successful candidate will be comfortable working both autonomously and in team settings and will demonstrate a high standard of written and verbal English skills. It is desirable, however not essential that the successful candidate has Khmer language skills.
