Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.
Action Against Hunger is looking for a Wash Team Leader based in its office in Basra.
Work place: Basra with frequent visits to ACF areas of interventions.
Type of contract: Initially 6 months Fixed-Term contract with the possibility of extension.
Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week
Monthly Basic Salary: Action Against Hunger provide competitive salary according to ACF salary grid.

Purpose of the position: Define, supervise, coordinate and participate to WASH activities.
Specific Objectives:
Mission 1: Prepare and supervise the worksites
Responsibilities and Tasks:
- Evaluate the quantities and check the quality of equipment and materials required for the worksites;
- Assist WASH PM in providing technical support to WASH technician and Hygiene Promoters working on the site;
- Ensure the quality of data capture from the field (Bill of quantity, monitoring form, assessment form etc.);
- Ensure the safety of worksite (do no harm), ACF material and equipment;
- Control the usage of equipment and materials and ensure the quality of material and work;
- Manage the advancement of the work – including by regular field visits – and ensure project’s follow-up : plan the activities according to the development of the project, supervise the implementation and the respect of deadlines;
- Ensure that the objective and timeline of the activities are respected;
- Identify and anticipate problems or constraints;
- Develop a clear work plan for the soft and the hard WASH activities.
- Write daily/weekly activity report.
Mission 2: Manage the project team (or support contractor’s team)
Responsibilities and Tasks:
- Ensure implementation of the activities defined by the WASH PM/ HoP;
- Make sure that field team is trained on usage of tools and template.
- Organize the work of the team : optimize the distribution of tasks according to the members’ potentials and organize planning regarding activity planning;
- Ensure the clear communication with team and make them clear about objective and planning of activity.
- Manage and organize the field team team’s work.
- Ensure to follow-up on the capacity building of WASH and HP and ensure that team is properly oriented on new activity.
- Ensure the team’s technical support and provide feedback to the WASH PM/ HoP on training needs and project needs (HR, financial, logistics)
- Coordinate the team activities and report challenges to WASH PM/ HoP ;
Mission 3: Relay ACF activities and objectives to the communities and partners
Responsibilities and Tasks:
- In coordination with WASH PM/ HoP and Field Coordinator develop contacts with stakeholders to ensure the proper coordination at field level if needed.
- With the agreement of the hierarchical supervisor and Field Coordinator; ensure the good working relations and project’s representation with local authorities and especially the different Directorates: Directorate of Water (DoW), Directorate of Sewage (DoS), Directorate of Health (DoH), Directorate of Education (DoE), Directorate of Municipalities (DoM) and all authorities.
- Coordinate WASH activity with the authorities at field level.
- Represent the ACF international in the beneficiaries and other stakeholders with the agreement of the hierarchical supervisor and Field Coordinator;
- Inform local authorities about aspects of the programs, as validated by Field Coordinator;
- Respect ACF charter.
- Involve and inform the communities in the implementation of the program;
- Inform all stakeholders about Feedback and Complaint Mechanism
- Work in collaboration with the stakeholders.
Qualifications:
Qualification/Degree: |
Technical degree (Institute level) in hydraulic and civil engineering |
Professional Experience |
2 years’ work experience in a relevant field. |
Technical Skills |
Experience in in water resource , sanitation management and hygiene promotion activities Experience in NGO WaSH development would be a distinct advantage |
General Skills

Language Skills |
Proficiency in Arabic (written and spoken) is essential Spoken English and written English capacity is a plus |
