IsraAID

The main purpose of the WASH Programme Officer is to: • Ensure the quality of the planning, design, implementation, follow up and assessments of all technical, operational and administration aspects of WASH activities being implemented by IsraAID. • Ensure adequate communication and organisation with the community, local partners, international partners, staff and donors.to support adequate implementation and coordination of IsraAID’s WASH activities. • Coordinate the implementation of WASH projects to ensure the workplan, reports and relevant trackers are timely updated and to provide high-quality feedback and information on all project deliverables.

RESPONSIBILITIES

  1. Program Implementation and Operations • Ensure the successful delivery of high-quality WASH activities to the community. • Provide coaching and support to community outreach workers, to ensure that WASH and Health activities are implemented in accordance with SOPs and international and IsraAID standards. • Organise regular meetings with water management committees (WMC) and with community partners (such as CBOs and community leaders) and follow up on action plans or campaigns developed in collaborations with them. • Maintain up-to-date mapping of the service providers operating in the area and when necessary, coordinate referrals and collaborations. • Identify capacity building needs amongst community outreach workers and provide support to WASH Programme Manager in capacity building planning. • Support in planning, organizing and conducting WASH assessment and monitoring activities and community consultations. • Plan, organise, and facilitate community training workshops (WASH committee training, hygiene campaigning, etc.) • Plan and conduct community surveys and assessments (e.g. KAP, Water Safety Planning) • Support all M&E activities including providing timely information for reporting, in consultation and collaboration with the MEAL Officer, • Contribute to annual WASH planning in collaboration with WASH Programme Manager. • General support to IsraAID’s program as requested by the supervisor. • Ensure timely reporting to the WASH Manager.
  2. Staff management and Professional Technical Support to Staff

• Manage, support, and provide guidance to the Community Outreach Workers • Provide support and guidance to community Water Management Committees

  1. Strategy and Planning • Assisting the WASH Programme Manager to ensure effective implementation of the yearly strategic planning for WASH related programs (using existing protocols and guidelines, and updating them when necessary) • When required, accompany IsraAID’s national partners in the design and implementation of quality realistic programmatic intervention, taking into account the needs on the ground, IsraAID’s mandate and capacity of the partner, as well as donors’ requirements • Identify and collect of best practices to contribute to program experience and design

4. Administrative and financial management: • Assist the WASH Programme Manager, ensure all budgeting, administrative and procurement requirements, related to the programs are met in a timely and effective fashion

  1. Coordination and Representation • Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers. • Represent IsraAID at meetings and other relevant technical coordination meetings and advocate for the needs of the community. • Support in representing IsraAID in relevant working groups and forums and raise the profile of IsraAID’s work in country. • Assist to establish partnerships with government departments and other organisations working in WASH and health interventions. • Contribute the collection and documentation of stories, case studies, and best practices from the project to inform future phases of implementation, and support ongoing program design.
  2. Compliance & Ethics • Promote and encourage a culture of compliance and ethics • As applicable to the position, maintains a clear understanding donor compliance and ethics standards and adheres to those standards. Conduct work with the highest level of integrity.
