GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The WASH Data/Reporting Officer will assist the WASH Deputy Program Manager- Data Management in reporting processes that are related to all WASH program activities. The WASH Data/Reporting Officer reports directly to the WASH DPM- Data Management, in close collaboration with the WASH Program Manager. The WASH Data/Reporting Officer will be responsible for continual assistance in the development and implementation of the program, managing all aspects of reviewing and analysing the data and reports, and with a specific focus on water quantities and daily per capita of water. She/he will assist to develop a framework to assess the implementation of emergency response actions against design specifications, to ensure the quality outcome of program deliverables.

Further, She/He will lead the Information Management (IM) component of the program, including details of water stations and communities. She/He also holds a key role in the implementation of future program and proposals development.

Duties, objectives and competencies

  • Oversee the compilation of required documentation to adhere to GOAL WASH’s Program Management Minimum Standards;
  • Work closely with the programme associates to ensure grants are used as per donor conditions;
  • Use information of program activities, WASH management reports and field reports to compile quick results information products on program status and impact, including RFIs and success stories;
  • Updating and reviewing WASH activities database regularly in coordination with data entry assistants of water units;
  • Provide technical support and capacity building to water units staff with regards to water stations and water units database;
  • Preparation and timely submission of donor reports including regular Midyear, Annual reports and CCCM reports;
  • Provide regular updates when required by the line manager and WASH program management and external communication such WASH cluster, TPM….etc;
  • Provide regular mentorship and guidance to the WASH field staff to ensure preparation high quality reports;
  • Translate reports and programme documents from Arabic to English and from English to Arabic;
  • Ensure that policies and guidelines as laid down in GOAL manuals and policies are always adhered;
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of Integrity, as well as uphold GOAL’s whistleblowing mechanisms;
  • Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project;
  • Any other tasks related to WASH activities at the requested of the WASH program Management.

Requirements (essential)

  • Bachelor’s degree in information technology or related field (a university graduate);
  • Minimum 3 years of work experience in using database systems and data processing and reports preparation;
  • Strong mathematical skills to collect, measure, organize and analyse data;
  • Excellent native-level writing and speaking skills in English;
  • Proven skills in using of SQL, Power BI, KOBO, Excel, and Access applications;
  • Willingness to learn and to take on extra duties as required;
  • Commitment to beneficiaries accountability and humanitarian principles.

Requirements (desired)

  • A relevant professional background in water, sanitation, and hygiene (WASH);
  • Minimum 2 years’ working experience with humanitarian NGOs and knowledge of reporting procedures, best practices, guidelines and tools for communications or MIS;
  • High level of communication skills;
  • Ability to manage and prioritise a varied workload in a rapidly changing work environment;
  • A flexible approach to work and willingness to work additional hours or on weekends as required;
  • Adept at queries, writing reports on short deadlines, and making presentations;
  • Team-working skills.
