HEKS/EPER

HEKS/EPER, Swiss Church Aid, supports projects designed to combat hunger, poverty and injustice in over 30 countries on four continents. HEKS/EPER also provides worldwide humanitarian assistance for victims of natural disasters and armed conflicts and supports the Church’s diaconal work in Eastern Europe and the Middle East. In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the fields of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change – globally and in Switzerland.

With the onset of conflict in Ukraine following the Russian invasion on the 24 th of February 2022, 6.5 million Ukrainians (approximately 15% of the population) have been internally displaced while 3.3 million (approximately 8% of the population) have fled to neighboring countries. Major population centers are under siege with civilian infrastructure heavily damaged. Basic commodities are becoming scarce with critical services facing significant strain.

In this situation, we need a WASH and Shelter Manager, to coordinate the Shelter, WASH and NFI activities and ensures that the operational and qualitative aspects are properly put into practice and to ensure the program planning, implementation and development of our actions as well as to ensure the representation, coordination and reporting of our activities.

Therefore, we are looking for a proactive and experienced:

WASH and Shelter Manager, Ukraine, 100%

Your main responsibilities:

Activity planning, implementation and development

  • Design (or propose adjustments to) the Shelter, WASH and NFI program and activities according to the identified needs of beneficiaries
  • Develop, update and implement Standard Operating Procedures for the Shelter, WaSH and NFI Program, with regards to
  • Clusters and Working Groups’ recommendations

Representation, Coordination and Reporting

  • Participate in the development of guidelines and methodologies for assessments
  • Coordination with the assessment, monitoring and evaluation department
  • You review the assessment reports

Team management and capacity building

  • Recruitment of the Shelter, WASH and NFI team, in collaboration with Area Managers
  • Organize training sessions on Shelter, WASH and NFI Standard Operating Procedures and Activity Forms
  • Regular field visits to build up the capacities of the Shelter, WASH and NFI team

Budget / Logistic planning and follow up

  • Follow-up on the financial aspects of the project (FFU), analyze and propose solutions of reallocation if needed
  • In collaboration with the Area Managers, manage the stocks and replenishments

To be successful you bring:

  • Fluent in English (speaking/reading/writing), knowledge of Ukrainian and Russian is an asset
  • Baccalaureate/University degree in civil engineering or construction works
  • Minimum 2 years of experience in a similar position (NGOs/private companies) in Shelter/Construction/WASH fields at Management or Coordination level
  • High knowledge in Shelter, WASH and Construction works
  • Understanding of project cycle management
  • Good management capacities and team leadership spirit
  • Good knowledge of the MS office software (including Word, Excel, Outlook) and AutoCAD
