WASH Adviser Syria Response Office

What we are looking for:

A highly qualified, experienced, and proactive WASH professional to lead the strategic transition towards sustainable implementation of the WASH services and strengthen the technical quality of the NRC’s WASH approaches. The WASH Adviser is responsible for planning and designing quality infrastructure projects serving the transition towards self-reliance, through mixed modalities and integration with other Core Competencies (CCs) (such as Shelter, Education, etc.). They will also leverage existing knowledge and expertise in Syria from past and ongoing programming in the WASH sector to design improved water supply and sanitation services. The role includes technical design development and sign-off, coordination, supporting field engineers in ensuring implementation is compliant with NRC donor, and national standards.

What you will do:

• Contribute to WASH strategy research priorities and implementation;
• Regular situational and technical analysis and advice regarding key human rights trends and risks and how these may impact NRC current and planned activities in Syria
• Provide strategic advice and guidance to the WASH teams to ensure high-quality and effective research products;
• Provide regular progress reports to the WASH and Shelter Specialist;
• Ensure capacity building of project staff and transfer key skills, as requested by WASH and Shelter Specialist.
• Review and monitor existing water supply programming and design transition approaches, water supply technical guidance and analysis aligned with Syria strategies and sustainability standards.
• Contribute to fundraising, develop, and revise funding proposal, budgets, and donor reports.
• Follow up on compliance with contractual commitments within WASH Programmes, ensure high technical quality and synergies in project implementation.
• Provide technical direction and project implementation support, especially around integration, locally led systems and Area based approaches.
• Ensure that key learnings are extracted from WASH Programmes implementation and incorporate them in the Core Competency (CC) and staff development processes.
• Responsible for the development of water supply and sanitation services transition strategies and other WASH programme development initiatives, in addition to the pilots of locally designed and led approaches.
• Responsible for the exchange (and crosspollination) of technical resources and lessons learned around water resources management, exit strategies and integration.
• Support the implementation of the infrastructure component of the WASH programmes with production of relevant Standard Operating Procedures (SOPs) for all implementation modalities, where required.
• Provide technical and operational support to NRC team and partners on the application of NRC policies, strategies and best practices on WASH and Climate related issues to support programme implementation.
• Undertake document quality control and follow up, with a focus on: Needs assessments, Quality Assessment, Feasibility studies, Cost benefit analysis, technical standards; Monitoring and Evaluation, through harmonization and strengthening of Monitoring &Evaluation (M&E)tools.
• Ensuring safe programming and protection mainstreaming within the infrastructure activities of the WASH transition interventions.
• Contribute to the identification and utilization of programmatic synergies between WASH and the other core competencies as well as with Safe and Inclusive Programming (SIP) and Greening the Orange (environment).
• Represent NRC at relevant coordination and bilateral meetings, and as delegated by line manager.
• Contribute to global and regional programme initiatives including cash-based interventions, regional workshops, WASH Development Plan and Energy initiative.

What you will bring:

• Minimum 5 years of experience within a senior technical WASH role in a humanitarian/recovery context.
• Experience from working in complex and volatile contexts. Knowledge of the context in Syria and neighbouring countries is highly desirable.
• Experience and skill set in the following areas are desirable: market-based approaches to WASH, community engagement and inclusive programming in WASH, climate change related to WASH programmes.
• Expertise in WASH programming and strategic approaches to program development.
• Understanding of and commitment to integrated programming approaches and programme quality.
• Experience with remotely managed programming is an asset.
• Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
• Fluency in English, both written and verbal. Knowledge of Arabic is highly desirable.

What we offer:

• Duty station: Amman, Jordan
• Contract: 12 months (Fixed-term contract renewal based on performance, funds availability and need for the position)
• Travel: Up to 20% International Travel
