BACKGROUND

Médecins Sans Frontières (MSF) is an International independent medical humanitarian organization that delivers aid to people affected by armed conflict, epidemics, natural disasters and exclusion from health care. MSF offers assistance to people based on need irrespective of race, religion, gender or political affiliation.

PROJECT

Medecins Sans Frontieres is an international Non-Governmental Organisation (NGO) started working in the Philippines in 1984 but has a permanent presence since the Typhoon Haiyan response in 2013.

In 2019, a concept around TB intervention was formulated after recognizing the humanitarian space we can fill. This came after concluding our 5-year Sexual and Reproductive Health (SRH) project in Tondo and realizing that TB prevention and care can definitely be an area of focus in the same location.

The project is especially relevant in the context of COVID-19 and aims to search, treat and prevent TB, and mitigate the anticipated effects of the pandemic in morbidity and mortality due to TB. This is carried out in partnership with the Manila City Health Department and in support of the National TB Program.

There are 4 components of the project: (1) Contact Investigation and TB Preventive Treatment, (2) Patient Education and Counselling, (3) Active Case Finding, and (4) Operational Research.

The project has started in July 2021 with the first 2 components while Active Case Finding is envisioned to start at the end of the year.

The Tondo TB Project of Médecins Sans Frontières – Philippine Branch is looking for a Logistics Supervisor.

Contract Duration: 6 Months Fixed-term Contract (with possible extension as Open-ended Contract)

Main Purpose:

Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.

Accountabilities:

  • Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
  • Ensuring the check and follow-up of facilities under the line manager’s supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor’s instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
  • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
  • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person’s task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
  • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
  • Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders with Supply Chain Supervisor according to the procedures in force; providing technical support to Supply Chain supervisor, makes Limited Log local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment.

MSF Section/Context Specific Accountabilities:

  • Plan and supervise the logistics activities within the project office, health center, ACF sites and mobile Xray truck (repairs, equipment maintenance, stock management in the office, cleanliness…), to ensure the best operational working / living conditions in the project.
  • Support the logistical needs of the ACF activities and ensure the proper management and safe keeping and setting-up of MSF property in community sites.
  • Ensure the proper and safe installation of electrical wirings of the mobile Xray truck in the parking, during and after ACF activities.
  • Manage the vehicles (van & mobile Xray truck): daily movement, maintenance prevention, maintenance planning, and consumption follow-up
  • Supervise and training of Drivers
  • Supervise any daily worker (or subcontractor) to carry out the delegated activities.
  • Coordinate and respecting the supply processes and systems (UNIFIELD): local order, purchase process, and payment procedures
  • Keep updated information on stocks, inventory, and assets (MEMO) in order to ensure availability of materials and accountability for yearly audit
  • Guarantee the water supply and sanitation of the project sites for MSF project staff
  • Ensure that general and medical waste are managed in collaboration with the health facilities/community leaders

REQUIREMENTS:

Education

  • Essential secondary education and formal technical training

Experience

  • Desirable: At least one year in MSF or 2 years in a similar position out of MSF

Languages

  • Mission language essential; Tagalog and English
