BRAC International is seeking application from competent, dynamic and self-motivated individuals to fill the following position:

Head of Procurement, BRAC Afghanistan

The Head of Procurement will be the focal person for the overall procurement management of the BRAC Afghanistan Country Office. This position will ensure the quality of procurement and coordination with all sectors/ units/provinces/ any authorized person under the supervision of the Head of Programme Support. The key responsibilities include but are not limited to the following:

Key Responsibilities:

· Develop sound and cost-effective strategies for the procurement of materials, supplies, and equipment for the country office.

· Responsible for overall management and coordination of procurement as per guidelines and procedures of BRAC Afghanistan.

· Perform all procurement and contracting activities including pre-qualification, tender management, negotiation, and preparation of contracts.

· Review donor procurement conditions, contracts, or regulations and flag key considerations and provide advice to the team

· Ensure standard existing procurement practices to generate economies of scale and better value for money.

· Ensure to evaluate the cost and quality of goods and services,

· Oversee the proper maintenance and registration of all assets bought under the country office

· Lead the team in taking challenges of procurement in humanitarian and emergency situations

· Ensure maximum satisfaction of the stakeholders by providing the right products at the right time at the right place at the right cost.

· Ensure cost savings together with a range of additional benefits including improved supplier performance, improved quality of service, and total cost of performance along with risk management

· Observe/ monitor market trends and SWOT analysis for supplying good quality products through competitive bidding.

· Review current processes for procurement and make recommendations where appropriate.

· Provide periodic reporting for management on purchasing, controls, and processes

· Ensure continued widespread awareness and understanding among staff and partners about BRAC Procurement policy and procedures.

· Frequent visits to BRAC offices in the districts and provinces.

Safeguarding:

· Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

· Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

· Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Educational Requirements:

· Bachelor’s/ Masters in Supply chain management/ business administration or any other relevant subject from any reputed public or private university.

· Candidates with a professional degree in supply chain management will get preference.

Required Competencies:

· Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.

· Cultural sensitivity; result-oriented; attentive to detail with regard to routine systems and procedures and cost-conscious; work well in a small team; flexible; and proactive approach

· Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams.

Experience Requirements:

· Minimum 7 years in procurement, supply chain in NGO/ UN agency or private sector or any other relevant organization.
