Qualification of the Successful Contractor

A. Project Title UPR Toolkit for Parliamentarians on Freedom of Religion or Belief – Indonesia.

B. Background
In November 2022 Indonesia will be undertaking its fourth review cycle under the UN Universal Periodic Review (UPR). At this occasion Indonesia’s human rights record will be reviewed by other member states and be presented with a number of recommendations. Indonesia will also have to report on progress made since the last UPR cycle.

Government ministries, and civil society are usually closely engaged in the UPR process. However, parliamentarians often have a very limited understanding of the process and how it is relevant to their mandate. This is problematic as often they can have a key role to play in either advancing the recommendations made to a country during the UPR process, or in exercising oversight on the implementation of the recommendations. Their participation in this human rights review mechanism is crucial for its effectiveness, which is strongly encouraged by the Inter-Parliamentary Union.

ASEAN Parliamentarians for Human Rights (APHR) is therefore looking at engaging members of the Indonesia parliament in the country’s upcoming UPR review process, and in particular on issues relating to the right to freedom of religion or belief (FORB). In that regard, APHR commissioned a study to analyze the recommendations made in the previous UPR cycle to Indonesia on FORB. The study also explores ways MPs can be better engaged in the process. The findings will be presented to Indonesia’s members of parliament in June 2022 in Jakarta.

C. Scope of Work
APHR is looking to recruit a consultant to develop a toolkit for MPs on the UPR process in Indonesia in relation to FORB. The toolkit should be short (4 pages max), in a clear, accessible, free of jargon language, as well as visually engaging. The toolkit should introduce simply what is the UPR process and why it is important, how it has been implemented in Indonesia in particular in relation to FORB, the strategic role of MPs and concrete steps that MPs can take to engage in the process to support greater respect for FORB in the country. The consultant will be able to rely on APHR’s study mentioned above, as well as interview some of APHR’s members and civil society partners for inputs.

D. Expected Outputs and Deliverables

  • 18 April 2022 – Inception Meeting: presentation of the project, sharing of APHR’s findings, etc.
  • 22 April 2022 – Draft outline and structure of the toolkit
  • 2 May 2022 – First draft of the toolkit
  • 16 May 2022 – Second draft of the toolkit
  • 25 May 2022 – Final toolkit

E. Institutional Arrangement

The consultant will liaise closely with APHR’s Research and Advocacy Director and Advocacy and Campaigns Officer on Freedom of Religion or Belief. They will provide the consultant with relevant supporting materials, as well as contacts for interviews if needed. They will decide with the consultant on the outline and structure of the briefer before he/she starts writing and remain available at all times for support and coordination. The consultant will report to the Research and Advocacy Director.

See timeline above. The consultancy will be considered finished once a final toolkit has been provided by the consultant and approved by the Research and Advocacy Director.

H. Qualification of the Successful Contractor

Excellent writing skills for a wide variety of audience as well as a proven record of** drafting high quality, clear, and engaging advocacy outputs for publication.

● Sound understanding of the UN UPR process and previous experience engaging with it.

● Sound understanding of FORB issues in Indonesia.

● (Desirable) previous experience engaging with MPs.

● Fluency in written and spoken English
