As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities in the Donetsk and Luhansk Regions, with the intention to scale-up assistance in the central and western regions of Ukraine. We have also launched a programme to support refugees arriving in Moldova, where we also already have a presence, and are investigating a further response in Poland.

We are now seeking passionate, professional and experienced humanitarian professionals to support our response to the crisis. We are looking for talent which thrives in collaborating with others (inside HelpAge International and beyond) and who can work in agile ways and across boundaries.

Key areas for impact/influence and responsibilities:

The Programme Development and Quality Manager will ensure all programme activities are designed, delivered, monitored and evaluated effectively in order to provide high quality interventions that have impact.

  • Line manage a team of technical advisers (initially- Cash & Markets, Health and Protection & MHPSS) and MEAL Adviser. Ensuring that work across all sectors is coordinated.
  • Support these teams at all stages of the program cycle (assessments, grant and proposal writing, implementation, monitoring, and evaluation);
  • Lead on the identification and development of new partners to work with during the response and manage the overall relationship with existing ones.
  • Oversee capacity strengthening activities of both staff and partners on humanitarian knowledge and skills, technical areas, finance, operations, HR and communications.
  • Ensure strong Monitoring, Evaluation, Accountability and Learning mechanisms are in place and managed effectively
  • Represent HelpAge International at relevant meetings with governmental donor agencies, strategic partners, various UN Agencies, Clusters and other international and local actors. Attend and present at conferences and meetings relating to the Ukraine Humanitarian response.
  • Ensure that the HelpAge responses in Ukraine, Moldova and Poland meet all organizational safeguarding requirements and minimizes risk to anyone who comes into contract with HelpAge.
  • Deputise for the Ukraine Humanitarian Response Manager in their absence.

Lets talk about you:

You will be someone with:

  • At least 5 years humanitarian management experience including managing technical experts and preferably including the initial set up phase of a humanitarian response
  • Previous experience of working with partner organisations effectively
  • Knowledge and understanding of MEAL
  • The ability to effectively analyse complex problems and find solutions that would have a positive impact on the lives of older people and their families
  • Good written and spoken English
  • Strong interpersonal and representation skills and previous experience of networking with other organisations involved in humanitarian response
  • Proven experience in capacity building
  • Ability to work in a fast paced and stressful environment

Desirable

  • Fluent spoken and written Russian
  • Previous experience of working in Eastern Europe and/or Ukraine
  • Previous experience of working with older people
