JOB DESCRIPTION

We are looking for a national Finance Officer (Grants) to join our team in the country office – Kiev.

Responsibilities:

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated financial function portfolio according to plan of action as well as to Financial Handbook and other NRC policies including SOP’s
  3. Prepare and develop status reports as required by management
  4. Maintain the filling system for all financial and accounting documents and ensure filing of all financial documents according to NRC
  5. Prepare monthly financial reports and send all relevant documents
  6. Support project staff in financial and administrative matters
  7. Promote and share ideas for improvement of the support function
  8. Contribute to specific protection risks and needs analyses
  9. Contribute to designing of protection response to identified risks and needs.

Specific responsibilities

  • Prepare up-to-date analysis and required reports of the financial situation in the projects and the programme to the Finance Manager, Head of Support, Head of Programme, Area Managers, Programme Managers, Project Coordinators and the Regional/Head office upon request;
  • Ensure that the accounting, monitoring and reporting are according to procedures (Finance);
  • Support project staff in financial matters (Finance);
  • Participate in registering & keeping project updated in UNIT4/AGRESSO PROJECT MASTER FILE;
  • Follow up on applying correct ACCOUNTING CODES;
  • Follow all finance related DONOR REGULATIONS
  • Assist in maintaining budget controls (Finance);
  • Assist budget holder in preparation of budgets (Draft budget); making BUDGET REVISIONS; making DONOR FINANCIAL REPORTS;
  • Participate in FINANCIAL CLOSING of project;
  • Prepare inputs to the PCM meetings;
  • Assist in updating the TopDowns,
  • Assist in updating Master budget; monitoring MASTER Budget spending,
  • Participate in updating SPENDING PLANS;
  • Prepare monthly Budget versus Actual (BvA) reports with budget holder and follow up on action points.
  • Assist the Finance Coordinator (FC) and the Finance Manager (FM) in internal and external audits;
  • Any other tasks that will be assigned.

Competencies:

Generic professional competencies:

  • At least 1 years’ relevant experience from working as a Finance Officer/Accountant/ Finance Specialist in a humanitarian/recovery context OR as an Associate/Specialist in Audit company
  • Hold a first degree preferably bachelor’s in Finance/Accounting/ Audit
  • High level of analytical skills ( ie Data analysis, Research, Forecasting)
  • Documented results related to the position’s responsibilities
  • Knowledge of English, both written and verbal
  • High level of computer literacy (MS Office, especially Excel)

Context/ Specific skills, knowledge and experience:

  • Knowledge of context where NRC operates
  • Fluency in Ukrainian/Russian both written and verbal
  • Previous experience from working in complex and volatile contexts
  • Experience from working with local and international donors

  • Type of contract: for one year with the possibility of extension (covering maternity leave )
