Job Title: Regional Finance Manager, this is a temporary position of 18 months based in the UK.

Job Purpose: To act as the HQ key financial interface for a portfolio of country programmes, supporting one or more Head/Deputy Head of Programmes and their in-country teams in the provision of high quality financial information, support and advice.

Execution of contracts with a value up to £2.5m

Responsible to: Head of Programme Finance

Responsible for: No direct reports

Key Responsibilities:

Business Planning

  • Assist in the formulation, implementation and monitoring of annual business plans and budgets, reporting on key financial risks for the portfolio

Donor Contract Management

  • Assist in the development and review of new business proposals, including budgeting, risk analysis, donor regulations, full cost recovery and key assumptions.
  • Assist in the development of systems, tools and processes to ensure HALO’s budgeting and forecasting process operates efficiently and effectively.
  • Support the production of timely financial donor reports for the portfolio.

Programme Support

  • Support the headline financial review (actual and forecast) of programme portfolio, assisting in the interpretation, analysis and reporting of key financial data.
  • Support programmes in the construction of country level budgets together with associated donor funding allocations.
  • Provide training and support to country programmes in financial systems, tools, policies and procedures.
  • Programme Compliance
  • Assist in the identification and monitoring of compliance against overseas statutory regulations, including company registration, financial reporting and taxation.

Programme Compliance

  • Assist in the identification and monitoring of compliance against overseas statutory regulations, including company registration, financial reporting and taxation.
  • Assist in the monitoring of compliance against Donor regulations and HALO financial and logistics standing operating procedures, carrying out desk and field based audits.
  • Carry out country programme visits to provide technical financial support and guidance building effective, transparent working relationships.
  • Support the production of transactional reports/documentation for grant/contract audits, liaising with the external auditors/country teams as appropriate.

General Accountancy Support

  • Provide general financial and accountancy support to the HQ finance department.

  • Work towards achieving programme and/or group business plan objectives
  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities
  • Travel overseas as and when required
  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.

Requirements

Essential

  • Professional qualification such as CFA/CPA or similar
  • Previous experience as a finance manager
  • Financial modelling skills in a project or contracting environment
  • Strong interpersonal, communication and presentation skills
  • Ability to work autonomously, to tight deadlines and prioritise effectively
  • Excellent IT skills, fully competent in Microsoft applications
  • Able to manage, guide and lead employees in financial matters
  • Working knowledge of all statutory financial legislation and regulations
  • Evidence of continuous professional development
  • Calm under pressure
  • Willingness to adopt a flexible approach to working
  • Ability to travel to International Programme
