NRC is looking for a Regional Senior Adviser for Central and Eastern Europe Region to join our team. We are looking for a positive, forward leaning person with strong stakeholder management -and excellent interpersonal skills who will contribute to the further development of our response in the Central and Eastern region

Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during where the whole of Ukraine became affected by the conflict required significant scale-up of emergency programmes, inside Ukraine and in the neighbouring countries.

In response to the large-scale of displacement of refugees fleeing Ukraine, NRC has been setting up humanitarian emergency operations for refugees arriving in Poland, Romania, and Moldova. At the onset of the crisis NRC launched a six-month humanitarian response plan, aiming to reach 800,000 people inside Ukraine and neighbouring countries.

NRC is establishing a regional office in Warsaw, Poland, for the Central and Eastern Europe region (CEERO), which will enable NRC to respond specifically to the crisis in Ukraine and significant displacement to neighbouring countries in which NRC has not previously operated. There will be a phased plan for the transition of responsibilities from the region currently responsible for Ukraine (Asia Europe and Latin America region) and Emergency Response, currently responsible for Poland and Romania and Moldova.

What you will do

The Regional Senior Adviser (RSA) is the NRC CEERO’s liaison person in NRC Head Office and is responsible for advising and supporting the Regional Director regarding the strategic programme development in the region.

The RSA will support the Regional Director and the regional management team in the transition to the new regional set-up in CEERO.

  • Strategy: Support and coordinate the annual country strategy process, and development of strategies at region and country levels.
  • Programme Assessments and Analysis: Participate and/or contribute to programme assessments and produce overall analysis
  • Represent the region in Oslo based processes and fora, including ensuring regional and country level follow up of Head Office initiatives
  • Represent the region vis a vis donors and external partners in Oslo/ Scandinavia, including maintaining relations with existing donors and developing new donors for the region
  • Keep abreast of developments in the region through active interaction with the Regional Management Team
  • International advocacy efforts contribution: In support to the Regional Director and regional Head of Advocacy, contribute to NRC’s international advocacy efforts in relations to the region
  • Coordinate with the Strategy Information and Support Unit (SIS unit) in Field Operations on strategy and reporting issues.
  • Regional set-up: Support the Regional Director and the Regional Management Team in CEERO in establishing the regional set-up based out of Warsaw
  • Be the NRC expert on the CEE Region with strong contextual and programme understanding. Conduct regular field visits to sub-region to build/ maintain understanding of context, programmes and key strategic issues.
  • Assigned to work on thematic areas and represent NRC in relevant fora as appointed by line manager.

What you will bring

  • Extensive knowledge of political, economic, cultural, environmental and geo-political context to the CCE region and its impact on displaced communities and INGO activities
  • Minimum 5 years of relevant Manager/Adviser experience within the humanitarian field
  • Extensive professional knowledge in assessments and strategic programme developments
  • Fluency in English, both written and verbal
  • Team spirit, can-do attitude, and a positive attitude.
