ABOUT THE MISSION

The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and as of March 22nd about 3 500 000 Ukrainians have taken refuge in neigbhouring countries and about 6 500 000 are internally displaced, mostly in the west part of the country.
During the 2 first months of the conflict numerous people leaving East Ukraine, and other area affected, they have transited by road or train to Lviv along an axis Dnipro Ouman, Vinnistsya, Khmelnytskyï, Ternopil. The trip to Lviv can take several days, by train or by Car and no or very few assistance is provided along this axis, IDPs are therefore lacking food, water, warm places to sleep during curfew time, from 7.00PM to 6.00AM, depending of the oblast regulations. The influx has decreased but assistance is still needed.
SI response to people in transit needs:

  • Rehabilitation/repairs and/or basic equipment of shelters, houses and buildings to accommodate IDPs.
  • WASH improvements in shelters
  • Provision of food
  • Cash response to the IDP families including cash for rent

ABOUT THE JOB

  • General objectives

The Deputy Country Director (DCD) in charge of Operations supports the Country Director (CD) in setting up and monitoring operations in Ukraine. The DCD is responsible for supervising and coordinating Solidarités programs in the country according to the defined strategy SI processes and donor regulations. Associated the support services and security management, the DCD is the back up the CD during his / her absence

  • Main Tasks

Strategic orientation

The DCD supports the CD in Following up and analyzing the overall, Humanitarian, political and economic context in Ukraine. The DCD support the FCOs in Organizing diagnostic missions and analyzing humanitarian needs in their Respective area of intervention. He, she is proactive in proposing intervention strategy, new activities, or to develop new areas. The DCD contribute to SI overall strategy in Ukraine and coordinate the development of projects and the drafting of proposals to donors

Coordination and operational monitoring

The DCD Ensure that all programs are implemented in coherence with the strategy, Solidarités International technical requirements and financial donor criteria. The DCD Ensure that project management, monitoring and evaluation tools set up and used correctly by the technical coordinators and PMs. The DCD Ensure that quality criteria and indicators are monitored and leads to decision making. The DCD ensure the relevance of SI activities in the country and propose activity or result shifts if needed by the evolution of the context.

Program team management and coordination

The DCD manages the technical coordinators, ensure coordination in between their services, Initiate and lead workshops and coordination meetings. He support Technical coordinators. The DCDC ensure expatriates are briefed upon arrival on Solidarités International programs

Reporting / communication / representaion

The DCD Ensure the feedback and dissemination of the mission-related information’s. He / She Consolidates internal reports and supervises the preparation of donors reports and amendments. The CDC is responsible to Ensure that all mission documents are of the required quality and delivered on time, according to the defined SI and donor templates. The DCD Represent the organization when asked and/or delegated to do so

Capitalization

Capitalize about the intervention methods/techniques and experience of Solidarités International and other actors. The DCDC Monitor new implementation techniques and approaches in the country of intervention. Share information with the technical coordinators and relevant headquarters departments. The DCD Update and disseminate procedures, guides, and tools, related to programs.

  • Priorities for the 2/3 first months:

Support the coordination team (Technical coordinators) and base teams in identifying and launching activities

Follow up of Current activities in the country and ensure with technical coordinators that monitoring tools are set up and ensure consolidation at country level

Ensure that PMs 5 local and expatriates) and more broadly program team are trained and received an induction

Coordinate design and writing of new proposals (ECHO, CDC 2, UHF etc..)

Contribute to the development of an intervention strategy for the country

YOUR PROFILE

Education: Generalist program background, Political science, or related field

Experience:

  • At least 3 years of experience as Program Coordinator, Deputy CD or similar position for an international NGO
  • Experience in Complex proposals design and writing
  • Previous experience with SI would be likeable
  • Previous experience in unstable environment (conflict / post conflict country)
  • Experience in intervening on emergency context and managing multisectorial response, including WASH technical response and CBI
  • Experience of team management
  • Experience in context analysis and Security management
  • Experience in Coordinating with other multi-type actors (INGO, consortium, partnership with local actors’ liaison with strong local authorities)
  • Previous experience in Ukraine would be an asset

Technical skills and knowledge:

  • Training and capacity building skills
  • Coordination, and diplomatic skills
  • MS office.
  • Good analytical skills, ability to adapt
  • Good communication and diplomatic skill
  • Good organization skills.
  • Capacity to work under pressure in a tense security environment.

Languages: English, knowledge of Ukrainian / Russian would be a strong asset.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions:

The security environment in Ukraine remains tense, dynamic and volatile. This will require a lot of flexibility about SI program and a strong monitoring & application of security rules on the mission. Living conditions are comfortable in Ukraine, with possible access to all essential goods and services. Again, the context remains volatile and will require frequent adaptation and changes.
