The NGO Federation of Nepal (NFN) is recruiting for a Chief of Party (COP) for the anticipated USAID Nepal Local Development Support Activity. USAID/Nepal seeks a more self-reliant, prosperous, and inclusive Nepal that delivers improved democratic governance and health and education outcomes. USAID/Nepal is planning a new activity to develop the capacity of local partners to accelerate locally led development. USAID is committed to addressing Nepal’s development challenges by supporting locally owned, sustainable solutions from local people and organizations to build diverse, inclusive economies and democratic, healthy societies. This activity will support USAID activities managed by local partners in coordination and collaboration with the respective Contracting Officer’s Representative/Agreement Officer’s Representative/Activity Managers.

Under the supervision of NFN board and management, the COP will provide overall leadership, management, and technical direction for the program – ensuring an integrated vision among diverse components and actors – to achieve the desired results. This position will lead program strategic planning and decision making and will be responsible for overall activities of sub-recipients. The COP will work directly with USAID and will be a key liaison to implementing partners and other stakeholders. This position will ensure full compliance with all USAID, NFN, and other fiduciary regulations and will oversee the project reporting process in line with donor requirements. The COP will supervise project staff including professional performance management and coaching.

Qualifications

· Minimum of ten (10) years of experience in progressively responsible professional experience in local capacity building, local governance, local partner coordination, third party monitoring and risk management and/or other related fields, preferably in Nepal and/or Southern Asia.

· Minimum of ten (10) years of work experience in developing countries, preferably in Southern Asia.

· Minimum five (5) years of successful experience as Chief of Party, Team Leader, Project Director or equivalent position for donor-funded projects of similar magnitude and complexity in developing countries.

· Master’s degree or higher in International Development, International Relations, Political Science, Public Administration, or another related field.

· Demonstrated experience in forming and leading coalitions, coordinating with and advocating among a broad set of diverse stakeholders including communities, local and national governmental representatives, donors, private sector enterprises, civil society organizations, NGOs and local partners.

· Knowledge and understanding of civil society capacity-building needs in Nepal are strongly preferred.

· Demonstrated experience in progressively responsible supervisory positions, including direct supervision of professional and support staff; quality evaluation of staff performance and deliverables; and contracts/grants management.

· Excellent communication and interpersonal skills.

· Fluency in English required.
