ABOUT THE MISION…

The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North, and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and as of March 22nd about 3 500 000 Ukrainians have taken refuge in neighboring countries and about 6 500 000 are internally displaced, mostly in the West part of the country.

IDPs have often lost their source of income and rely on relatives, host community and solidarity to find food and basic items. Housing is as well now scarce in the area; prices subsequently increased and the improvised transit centers, which are supposed to host IDPs for a few days before they manage to find accommodation, are already at the limit of their capacities.

Part of these people, coming from affected areas, are transiting & settling in Odesa region. To support them, SI has started cash assistance and is working with collective shelters to provide food kits, hygiene kits, and NFIs to the most vulnerable people.

SI also operates in Mykolaiv oblast, which is a sub-base. We have been supporting people, who were living in hard-to-reach areas, which were constantly shelled, and who could not leave their village or had decided to stay. Food and hygiene kits were distributed as well as pumps and generators to access water. Now, that those parts of Mykolaiv oblast are newly accessible, cash assistance registration has started there. On top of it, SI has been providing water daily via water trucks to the population in Mykolaiv city since June and conducted wash rehabilitation.

Since a couple of weeks, SI team has been able to start activities in Kherson city by sending one water truck per day and is planning to conduct assessments to initiate food and NFI distributions as well as cash assistance.

MISSION: SIZE, BASES, BUDGET, NUMBER OF EXPATRIATES AND NATIONAL STAFFS:

The Ukrainian country office is very recent, and the first teams of SI were deployed in Ukraine on February 28th.

The budget projected is approximately 26 000 000 euros for 2023.

The set-up of the mission is the following

  • One coordination office based in Kyiv
  • One operational base in Lviv focusing on IDPs response
  • One operational base in Odesa focusing on humanitarian aid delivery to Mykolaiv, Kherson inhabitants and displaced people in Odesa.
  • One operational base in Dnipro focusing on humanitarian aid delivery to Eastern Oblast (Kharkhiv, Donetsk, Lougansk, Dnipro) and support to IDPs.

One operational base in Chisinau (Moldova) focusing in refugee response

ABOUT THE JOB

  • General objectives

The Field Coordinator has the role of delegated Country Director for a region of a country. He/she proposes a regional strategy according to the geopolitical and humanitarian context and ensures its implementation. He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures. He/she mobilizes material and financial resources necessary for programs to run smoothly and supervises resource management. He/she coordinates the teams in place and is responsible for their security.

  • Priorities for the 2/3 first months:

Support the expansion of the area of intervention (Kherson oblast) by supporting the Logistic and Admin departments in procurement and recruitment.

Security management, in a volatile context.

Support the DFC and base team following up/monitoring of ongoing activities, identifying, and launching new activities and ensuring the continuity of the activities in the areas already covered.

YOUR PROFILE

Education: Generalist background, political science, or related field

Experience:

At least 2 years of experience as FC or similar position for an international NGO

Experience in context analysis and security management

Previous experience with SI would be likeable

Previous experience in an unstable environment (conflict/post-conflict country)

Experience in intervening on emergency context and managing multi-sectorial response,

Experience with team management

Experience in coordinating with other multi-type actors (INGO, consortium, partnership with local actors’ liaison. with strong local authorities)

Previous experience in Ukraine would be an asset

Technical skills and knowledge:

– Training and capacity-building skills

– Coordination and diplomatic skills

– MS office.

– Good analytical skills, ability to adapt

– Good communication and diplomatic skills

– Strong organizational skills

– Capacity to work under pressure in a tense security environment.

Languages: English, knowledge of Ukrainian / Russian would be a strong asset.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 2 600 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 700 euros allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are r efunded.
