Rationale

Because we operate in 4 francophone countries in Africa, but also Haiti, in many cases, translations are central to the delivery of project outputs and the effective preparation of delegates for meetings, but also staff integration. To meet the resulting demand for translation and editing of documents and materials, Christian-Aid seeks a highly qualified service provider with sufficient capacity to undertake publication and document translations in an efficient and reliable manner. This would include thorough, human review of publications of varying technical complexity, as well as swift turnover when needed.

SCOPE OF THE WORK

Under the supervision of the People Business Partner Francophone Africa, the Translation firm or Individual Consultant is required to deliver relevant translated documents from English to French and vice versa.

The firm or Individual Consultant shall be expected to deliver any of the following as required during the whole duration of the contract:

• Assure correct translation of official documents.
• Edit and proof-read texts to accurately reflect language.
• Review translated material for the accuracy of meaning, grammar, and syntax.
• Assist the Africa Division in translating/rephrasing documents from French – English and vice versa in high quality; and using the standardised terminology in clear language understood by all parties involved while translating a written document.
• Provide translation assistance to any Africa Division /People team member, as requested.
• Convert written materials from one language into another such as policies, brochures, Job adverts, etc. Create a new text in the target language that reproduces to content and style of the original.
• Adapt a product or service for use in a different language and culture.
• Ensure impartiality, and confidentiality of beneficiaries, at all times.
• Any other duties related to the nature of the job as directed by the supervisor.
• Edit technical and specialised English documents (original source texts) and provide CA with fully clean and finalised versions.
• Undertake thorough linguistic and background research and verify terminology and references to use the most appropriate range of vocabulary and the commonly accepted or established terms in specialised database

REPORTING RELATIONSHIP

Under the overall guidance of the Head of People Africa & Asia, and direct supervision of the People Business Partner Francophone Africa, the Translators and Interpretation firm or Individual Consultant will carry out the responsibilities outlined above.

LOGISTICS AND ADMINISTRATIVE SUPPORT TO PROSPECT

Christian-Aid will ensure that the consultant receives access to the necessary documentation of the People Team SharePoint and any support necessary for the completion of the exercise.

DURATION OF THE WORK

The translator firm or Individual Consultant is expected to send a permanent delegate/consultant in Christian-Aid office based in Ouagadougou for the period of the assignment. The consultant is expected to work 5 days a week, from Monday to Friday. This consultancy is for a period of 3 months.

QUALIFICATIONS OF THE SUCCESSFUL COMPANY / FIRM

a. Years of experience:

• 8 years of working experience in Translation.
• Degree or equivalent in Translation and/or Interpretation;
• Demonstrated experience of language mastery, desktop publishing and editing;
• Experience with INGOs will be an asset;
• Perfect command of French and English;
• Membership to a Professional Translators and Interpreters Association;
• Contractors must be from one of the francophone countries in West Africa.

c. Language and other skills:

• Ability to work in a multicultural environment, Fluency in French and English are required.

The Consultant is required to have the following professional and technical qualifications. Only the applicants who hold these qualifications will be shortlisted and contacted.

CRITERIA FOR SELECTING THE BEST OFFER

Upon the advertisement of the present Notice, qualified companies are expected to submit both the Technical and Financial Proposals. Accordingly they will be evaluated based on Cumulative Analysis as per the following scenario:

Responsive/compliant/acceptable and;

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals is:

a. Technical Criteria weight is 70%

b. Financial Criteria weight is 30%

Technical Competence (based on CV, Proposal) 70% points 100

Criteria a. Understanding the Scope of Work (SoW); comprehensiveness of the methodology/approach; and organization & completeness of the proposal 35% 35 pts

Criteria b. Minimum educational background as per the requirement in the TOR Weight- 15% 15 pts

Criteria c. Minimum of 8 years of experience in similar consultancy projects and/ or contracts Weight –10% 10 pts

Criteria d. Ability to discharge the consultancy serviced within the timeframe as per the TOR 10% 10 pts

Financial (Lower Offer/Offer*100) 30% points 30

Total Score

Technical Score * 70% + Financial Score * 30%

* It is mandatory criteria and shall have a minimum of 50%

CONFIDENTIALITY AND PROPRIETARY INTERESTS

The company shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy service without prior written consent. Proprietary interests on all materials and documents prepared by the consultants under the assignment shall become and remain properties of Christian-Aid.
