TOR Endline Survey Consultancy for Irish Aid Program Grand II (IAPG) in Zimbabwe.

Christian Aid Zimbabwe, has a specific programme, funded by Irish Aid (IAPG II) with the overall goal of strengthening both opportunities and engagement of citizens with governments and power holders in partnership with three local Civil Society Organisations. The partnership addresses the challenges of the target population based on three approaches: bringing out human rights issues identified by local communities to the attention of public office bearers and policy makers; promoting environmental justice, sustainable and equitable use of natural resources, democracy and good governance; and tackling the root causes of GBV at the community level through addressing toxic masculinity practices to fight against GBV. IAPG II adopted the Adaptive programming approach based on periodic Strategy Testing and Outcome Harvesting due to the complexity of the intervention and everchanging operating environment. The programme is nearing the end of year 6-year implementation period and Christian Aid Zimbabwe seeks the services of a consultant to conduct an Endline exercise across the programme areas of operation. The IAPGII Outcome are centred around three thematic areas of (a) Realising human rights in extractives and environmental stewardship (b) Tackling violence, building peace c) Gender equality through addressing gender-based violence and social inclusion.

Purpose of Endline The purpose of the endline is to provide inclusive, good- quality, analysed data which can be used to: ✓ Report against quantitative and qualitative indicators in our Results Framework for donor accountability ✓ Compare current status of indicators against baseline to assess progress of the overall programme and individual partner projects over the past six years. ✓ Assess the extent to which IAPGII realized outcomes as described in the Theory of Change with a focus on micro, meso and macro level change. ✓ To draw strategic recommendations to inform future programming and resource mobilization.

Methodology The consultant is expected to oversee data collection, collect complete, valid and credible data and analyze it to inform findings. Data analysis should be clearly explained. Surveys should be disaggregated by sex and age, and disability where appropriate. FGDs should explore the diverse experiences and realities of different genders, ages and other groups. The design should show a hybrid of methods that promote participatory, Gender Equality and Social Inclusion (GESI) and accountability approaches. The consultancy should show the sampling procedure, sample size, tools to be used and analysis to be used. Endline methodologies and processes must be ethical, ensure responsible data management including data flow. It will ensure there is no risk of harm to primary stakeholders, partners or and other participants and take a conflict sensitive approach. Where COVID-19 presents a risk to any party alternative methodologies will be explored. Sampling: o Where feasible, the same communities that were sampled at baseline should be sampled at endline for consistency. Where target groups have changed, or additional areas are surveyed the sampling frame should be revised accordingly. o The consultant will oversee the sampling process to ensure an accurate sampling frame, sampling methodology and appropriate sample size are selected by partners. o Communities and groups targeted by IAPG II partners can be varied, and modes of reaching communities sometimes complex, the consultant will be expected to develop a clear and reasoned approach to sampling and provide close support to partners in reaching this sample.” Methodology: The endline consultant, in collaboration with Christian Aid and partners, will review the already-established data collection tools and ODK database to ensure that they: – Correspond with Results Frameworks indicators and targets – Provide a basis for comparison with the baseline (this might require re-inserting some questions which had been amended or removed since the baseline exercise – Provide information that is relevant to partners’ desired outcomes The Consultant will train partner staff, and enumerators on the use of data collection tools so that data and documentation are of a good standard and data is gathered in such a manner that it does not cause harm to participants. The consultant will clean and analyse data (analyse questionnaires and FGD transcripts) in line with programme indicators and pre-defined data points – Disaggregation of findings by different characteristics: age, sex, disability – Interpretation of these numbers against baseline and previous year. – Main findings compared and contrasted both from surveys and from FGDs. Deliverables:

1. The consultant is requested to propose an endline template in advance and share with Christian Aid Zimbabwe for discussion and to identify any concerns or areas of ambiguity.

2. Prior to data collection the consultant will be requested to submit the draft tools and sampling methodology in advance for feedback from Christian Aid, in addition to training and support plan for partners.

2. Submission of a draft report, using pre-defined format, to be submitted to Christian Aid for any feedback (including anonymised primary data). This report should correspond to the indicator targets as outlined in the Results Framework, as well as providing a commentary on the evidence (in particular comparing, contrasting and interpreting quantitative and qualitative findings) 3. Final report incorporating all feedback 4. Key summary statistics to be disaggregated by partner organisation. 5. Sharing of all raw data (with any identifying information removed as necessary for confidentiality and anonymity) in a format that is readable by Microsoft Excel. Roles and Responsibilities Consultant:

1. Review project documents and other relevant literatures.
2. Support training of the data collection team and enumerators
3. Oversee and manage the data collection process to ensure accuracy and quality assurance
4. Conduct data entry, cleaning, and analysis. Interpret and discuss the findings, in particular as qualitative and quantitative findings, indicators, disaggregated information compare with each other. Compile and submit a draft report to Christian Aid to make its input before a final copy will be produced and submitted to Christian Aid.
5. The consultant is responsible for ensuring data validity, consistency and accuracy and to submit reports. If these standards are not met, the consultant will, at his/her own expense, make the necessary amendments to bring the reports to the required standards.
6. In light of disaggregation and GESI requirements outlined above the consultant will be expected to be able to explore findings for different groups, and provide a discussion and interpretation of any differences.
7. Prepare and present summary key findings and recommendations to Christian Aid before finalising.

Christian Aid:

1. Participate in the refinement of the data collection tools scheduling of activities and sampling approach
2. Will manage and oversee the consultancy work through periodic updates and feedback.
3. Cover transport, meals and accommodation for the consultant and these will be according to Christian Aid rates and policies
4. Provide an office, internet and work space for the duration of the contract (when necessary).

Indicative Budget

The budget for the exercise is €3000- €5000.00 and incorporates use of personal devices, consultants team / enumerators fees. The assignment will commence from the time of signing the contract, with deliverables finalised first week of November 2022.

Safeguarding The Consultant will be oriented on both the Safeguarding Policy and Code of Conduct Policy of Christian Aid and or partners. The Consultant will sign the Safeguarding and Code of Conduct Policies so that they have an appreciation of expected behaviour of Christian Aid and partner staff, including representative, volunteers, and those who come into contact with Christian Aid and partners’ work. The Consultant will be subjected to clearance from terrorism, child abuse offenses, and policy clearance.
