ToR – Consultancy for gropastoral and natural resources management analysis

For the development of a program framework supporting climate resilient agro pastoral production and sustainable natural resources management in North East and North West Nigeria.

Action Against Hunger is willing to further expand its current operations by supporting agropastoral communities in the North West of Nigeria through the promotion of climate sensitive initiatives that improve local livelihoods. The geographical scope of the evaluation will cover Nigeria’s North West States (Kano, Jigawa & Sokoto), and in the North East, Yobe state (This is subject to change depending on security concerns).

To achieve this, AAH needs a deeper understanding of i) the different agropastoral production systems, their historical trend, their challenges and opportunities; ii) the traditional roles assigned by local communities to different gender groups (women, youths, ethnic minority) as well as their specific vulnerabilities and challenges over the access and control of natural resources; iii) the existing rules and regulations regarding access and control of natural resources, especially arable lands, grasslands, forest and water, and the level of pressure over them.

Objectives of the consultancy :

The overarching purpose of the consultancy is to highlight the gaps and possible intervention entry points to increase the population’s resilience to climate change in NE Nigeria (Yobe State) & NW Nigeria (Kano, Sokoto & Jigawa states).

Profile of the consultant :

The consultancy will be carried out by an international/national evaluation consultant(s) with the following profile:

  • At least Master degree in agriculture, ecology or sociology or related field;
  • Minimum 5 years experience with a national or international research institute or with national or international agropastoral development agency/Natural resource management focused agency or with an international NGO.
  • At least 7 years of experience related to agropastoral development and/or community based natural Resource management project implementation or conducting research and analysis related to Agropastroralism and/or Natural Resource management in Nigeria Or West Africa Or Africa;
  • Minimum of 2 publications on related topics – publications should be attached to the application for review;
  • Good communications skills and experience of workshop facilitation;
  • Ability to write clear and useful reports (may be required to produce examples of previous work);
  • Ability to manage the available time and resources and to work to tight deadlines;
  • Familiarity with the context of the Northeast and North West Nigeria context is required.
  • Fluent in English

All interested consultants should send Expression of Interest electronically from Wednesday 13th July 2022 by 12noon to: [email protected] with subject “PD-ABU-02103 Agro Pastoral and Natural Resources Management Consultancy Service” in order to receive the full ToR.

Proposal without request of the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology with concept note while responding to this expression of interest (EoI).

NOTE: The sending of full ToR will commence from 15th July 2022 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before Wednesday July 27, 2022
