CARE International Syria Response

Section 1.Background

CARE International is one of the world’s leading non-governmental humanitarian organizations. CARE International is a global network of 14 National Members with a common vision and mission to defeat global poverty. CARE works in 95 countries, including Syria.

After eight years of intense conflict, the Syrian population continues to face immense challenges. Since 2012, CARE has been responding to families affected by the crisis through providing life-saving humanitarian aid and long-term development programs to help and support people in Syria.

CARE’s programming inside Syria is largely implemented through the remote management of local partners. CARE does not have a presence on the ground and is therefore not able to monitor work implemented. CARE is engaging a third-party monitoring organization to independently monitor and verify work being implemented on our behalf.

Section 2.Purpose

The third-party monitoring organization hereby referred to as “contractor” in this ToR, will be responsible for carrying out monitoring activities for the MDF project in Duma and Zabadani, Rural Damascus governorate:

  • Verification of beneficiaries’ data
  • On-site delivery monitoring for project material procurement
  • On-site activity monitoring for the protection activities and structured sessions.
  • On-site distribution monitoring for Micro gardening kits.
  • On-site distribution monitoring for Micro-grants.
  • On-site activity monitoring for the vocational training sessions.
  • Onsite- distribution monitoring for awareness raising for stakeholders’ sessions.
  • Post-activity monitoring
  • Post-distribution monitoring

The purpose of these monitoring activities conducted by a third-party monitoring organization is to verify that programmes have been implemented as planned and to enhance program quality and accountability to beneficiaries.

Section 3.Scope of Work

The contractor will:

  • Gain the necessary approvals to conduct monitoring activities mentioned in section 2 in Duma and Zabadani, Rural Damascus governorate, liaising with CARE’s implementing partner as necessary
  • Ensure Field Coordinators and Data Collectors are adequately briefed on the project and trained on the tools, resulting in high quality data collection
  • Conduct data verification of 50 beneficiaries of the skill building program
  • Conduct 5 days of on-site monitoring activities for the delivery of purchased project material. The team conducting the on-site delivery monitoring should be composed of three monitors and should submit the monitoring results in scan copies to CARE
  • Conduct 5 days of on-site monitoring activities for the delivery of purchased project material. The team conducting the on-site delivery monitoring should be composed of three monitors and should submit the monitoring results in scan copies to CARE
  • Conduct 75 days of on-site activity monitoring activities for protection activities and structured sessions, and skill building program classes.
  • Conduct 7 days of on-site distribution monitoring activities for the distribution of micro gardening kits.
  • Conduct 2 days of on-site distribution monitoring activities for the micro grants.
  • Conduct 15 days of on-site activity monitoring activities for skill building program sessions.
  • Conduct post-activity monitoring surveys (PAM) for 250 using the post-activity monitoring tool on KoBo Toolbox provided by CARE. The list of beneficiaries will be provided by CARE.
  • Conduct post-distribution monitoring surveys (PDM) for a sample of 250 beneficiaries using the post-distribution monitoring tool on KoBo Toolbox provided by CARE. The list of beneficiaries will be provided by CARE. The teams conducting the post-distribution monitoring should be composed of two monitors (one female and one male).
  • Provide CARE with the opportunity for a follow up debrief call if necessary
  • Provide a final third-party monitoring completion report.

CARE will be sharing the dates of the onsite sessions monitoring and coordinate with the contractor on the dates of the PAM.

Concerning the tools on KoBo Toolbox, the submitted data will be transferred automatically to the CARE KoBo Toolbox account. As for hard papers, the contractor will share at the end of each day, a scanned copy of the tools filled. Data cleaning and analysis will be done by CARE.

As CARE’s programme activities are carried out in potentially high-risk and fluid operating environments, the ability for the contractor to carry out monitoring activities as planned can be challenging. CARE therefore expects flexibility from the contractor in adapting the timing and scope of work during the assignment period.

Section 5. Ethical Considerations

It is the responsibility of the contractor to make sure all respondents and stakeholders participating in the monitoring activities do so voluntarily. This should be achieved through obtaining verbal consent from participants before commencing the post distribution monitoring interviews. The security of the respondents and enumerators should be taken into account at all times particularly during data collection. Names or details of respondents must be kept confidential and protected. Do No Harm principles should be respected during and following the data-collection. The contractor may not use any visuals, personal details or other information gathered.

Section 6. Communications and confidentiality

The contractor may inform local authorities, implementing partner staff and beneficiaries that they are present in the area to monitor the work of the implementing partner. With the exception of the contractor Managing Director, contractor personnel inside Syria will not know that CARE is funding projects inside Syria or contracting monitoring (the scope of work of this ToR). Under no circumstances should information that CARE is carrying out programming and/or monitoring be communicated to local authorities, implementing partner staff and beneficiaries or any other individuals.

Section 7. Key Deliverables

  • 50 beneficiaries’ data verification results are submitted through KoBo Toolbox
  • 5 on-site procurement monitoring results are submitted in scan copies
  • 45 on-site activity monitoring results are submitted in scan copies
  • 14 on-site distribution monitoring results are submitted in scan copies
  • 250 post-activity monitoring surveys are submitted through KoBo Toolbox
  • 250 post-distribution monitoring surveys are submitted through KoBo Toolbox
  • A final completion report for the monitoring activities is submitted in PDF format via e-mail

Section 8. Sub-contracting

The contractor may not sub-contract any of the above-mentioned activities to other individuals or organizations without prior approval from CARE.

Section 9.Payment Terms

The payment from CARE to the contractor will be issued upon CARE’s confirmed receipt of all the agreed deliverables.
