Scope of Work/Terms of Reference Head of Business Development

Position title: Head of Business Development

Duty Station: Remote

Duration of Contract: initially 10 months from 1 September 2022-30 June 2023

Level of Effort: 50 to 60%, i.e., 2.5 to 3 days per week.

Reporting to: Country Director and matrix to Deputy Country Director

  1. SCOPE OF WORK SUMMARY:

Founded in 1945, CARE is working across 94 countries to fight global poverty and marginalisation. CARE began operating in Syria in 2013 to provide life-saving emergency assistance to people affected by the ongoing conflict. CARE puts women and girls at the center of our work because we know that we cannot overcome poverty until all people have equal rights and opportunities. CARE Syria is currently working on developing response strategies for all aspects of CARE Syria’s response, in a bid to ensure continued relevancy and secure additional funds for future years of program implementation.

The Head of Business Development is a senior level position responsible for business development, resource creation/management, coordinating, developing and writing relevant proposals and reports for the furtherance of CARE’s programming inside Syria.

The postholder will conduct research on donor priorities, funding trends, donor and government priorities and provide senior management with regular updates on the funding environment. This should also include new and innovative donors. S/he will be closely working with Deputy Country Director, Finance Controller and Director of Programs, as well as technical advisors and hub leads, to ensure resources are available in a timely fashion for donor and other relevant stakeholder communications and relationship development.

The position will directly report to the Country Director with dotted lines to the Deputy Country Director and Director of Programs.

  1. CONSULTANCY OUTCOMES AND DELIVERABLES

Responsibility #1 (50%)

Increase scope of CARE Syria’s funding portfolio through:

  1. Work with CARE Syria hubs and technical advisors to develop and coordinate new resources for donor engagement across multiple CARE Syria hubs (position papers, context analyses, summary concept notes etc.), including resources for other teams across the CARE confederation (CARE Member Partners)
  2. Identify opportunities for programme and funding campaigns to increase funding opportunities for CARE Syria
  3. Develop and institutionalize donor cultivation strategy & plan and monitor progress against the plan, by compiling donor toolkit (tracking donor opportunities, donor mapping, strategic alliances, donor priorities and feedback linked to previous donor submissions) to inform senior management decision making.
  4. Supervise and ensure proper facilitation of project design and proposal workshops across multiple hubs
  5. Coordinate, develop and write concept notes and proposals across multiple hubs
  6. Critically review proposal inputs developed by to ensure adherence to donor priorities and requirements, ensuring all proposals alignment with CO/CI programming priorities
  7. On occasion, provided representation of CARE Syria at donor meetings
  8. A yearly SWOT (strengths, weaknesses, opportunities, and threats) analysis for CO RM and/or for CO programming.
  9. Conduct a mapping of CO visibility (internal and external) opportunities to identify opportunities where the CO can increase its visibility which would support influence and RM outcomes. These may include NGO forums, donor/embassy meetings and events, technical working groups, CARE USA Global Town Hall meetings, CARE 5 Minutes of Inspiration, etc.)
  10. Improve foundational systems and workflows to improve CO RM efficiency and clarify roles and responsibilities may include internal go-no-go decision processes, bid tracking, proposal development processes, RM knowledge management approaches (e.g., organizing submitted proposals, communications materials, etc.), and other RM functions.

Responsibility #2 (30%)

Develop mapping, tools and systems for donor, communications tracking and prioritization whilst ensuring accountability to donors by:

  1. Develop donor communications tracking tool for WoS
  2. Develop donor mapping according to CARE Syria’s priority program areas and donor characteristics, resulting in a list of 3-5 tier 1 donors and additional donors at lower tiers.
  3. Develop donor engagement plans for at least 3 donors with a target of meeting at least 3 donors 2 times each in FY23, based on list of priority donors.
  4. Provide support to hubs and CARE Syria country office on donor reporting, as required.
  5. Actively participate in grant opening, reflection and closing meetings, including acting as note-taker as required
  6. Standalone RM meetings or RM agenda items in CO meetings are conducted on a regular basis (e.g., weekly, bi-weekly, monthly, etc.). Discussion points may include pipeline updates and related go-no-go decisions, updates on donor, partner, and internal engagement activities, updates on other RM activities related to the RM framework, and using this time to facilitate related RM activities, such as identifying priority donors.
  7. Maintain CARE USA’s bid tracker for COs, including target for value of proposal submissions as well as RM targets such as win rate ($/#), FY22 growth and/or pipeline/budget in place by end of FY22Q4, donor diversity, # donor engagements, etc.
  8. Up-to-date date communications / marketing materials exist that can be used with donors, partners, internally within the CARE federation, and with other organizations and forums to help raise the CO’s profile.

Responsibility #3 (20%)

Other relevant tasks as assigned by line manager, in-keeping with the purpose of the role. These may include coordinating information management systems across hubs, attending donor or consortia meetings etc.

Education

Required:

– Bachelor’s degree in International Development, Community Development, or other relevant Social Sciences discipline.

Desired:

– Master’s degree in relevant subject

– Proposal writing training certification (or attendance record)

Experience/Technical Skills

Required:

– At least 7 years’ experience within the development, rehabilitation and/or relief sectors with demonstrable career progression to management roles

– At least 5 years’ experience of working with institutional donor audiences or similar in business development, funding management or partnerships management roles

– At least 5 years’ working in a humanitarian and/or development programs role

– Demonstrable experience of working with affiliated or support offices within complex organisation structures

– Keen familiarity with donor regulations, standards and compliance matters

– Excellent written and spoken English and attention to detail

– Strong understanding of gender and other programming issues within Syria and a commitment to promoting the empowerment of women and girls

– Self-directed, accountable, and integrous individual

– Able to work quickly and efficiently to deliver key tasks, whilst building team across multiple hubs, according to tight deadlines

– Demonstrable experience of learning agility and commitment to professional growth
