ABOUT FAIRTRADE AFRICA

Established in 2005, Fairtrade Africa (FTA) is a member of Fairtrade International and the umbrella network organization representing Fairtrade-certified Producer Organizations in Africa and the Middle East. It has four (4) regional networks – Eastern & Central Africa; Southern Africa; West Africa; and the Middle East & North Africa. FTA currently represents 1,354,294 farmers and workers in 660 producer organizations spread across 28 countries in Africa and the Middle East by providing services to them that contribute to the improvement of their livelihoods.

BACKGROUND

In 2021, FTA started implementing the Strategic Plan (2021-2025) which has the accompanying Monitoring, Evaluation, Accountability, and Learning (MEAL) framework. The framework envisions a change in four levels i.e., outputs leading to short-term outcomes leading to long-term outcomes which lead to the achievement of the strategic goals.

Monitoring, Evaluation, Accountability, and Learning play a key role in the design and implementation of the strategy. A MEAL framework is currently in place to guide the tracking of all the interventions currently being implemented to ensure the realization of the goal of the 5-year strategy.

OBJECTIVE

FTA is working in a complex environment contributing to various thematic areas such as climate change, living income living wage, gender equality, workers’ rights, contributing to SGDs; working on complex sectoral programmes through policy influencing, regional trade, impact investing engagement, etc, FTA works with a multiplicity of actors within Africa such as CSOs, INGOs/NGOs, national governments, media, private sector, regional economic blocs, commercial partners, traders, donors, etc. In this programming environment, it is very challenging to exactly pinpoint the relations between cause and effect in monitoring and evaluation work.

Therefore, FTA seeks to strengthen its internal capacity to understand and apply the outcome harvesting approach (OH) in our work. The FTA team believes that OH is a relevant and critical tool to use in FTA monitoring and evaluation work.

SCOPE OF TRAINING

FTA intends to strengthen the capacity of its MEL team in OH. We anticipate having one training for the team of 10. The training will be 2 phased (i) a hybrid training session depending on the location of the consultants followed by (ii) a field pilot session were the MEL team designs and pilots the OH tools with the supervision/support of the consultants in a hybrid session. The strategy is that the MEL team trains and then put the new skills into practice to collect actual data from the field and transform it into a report.

SPECIFIC OUTPUTS

The consultant is expected to:

  • Design of the Outcome Harvest training agenda that is relevant to FTA;
  • Develop relevant training material covering the concept; design OH data collection tools for the practice session that FTA can use to rollout OH approach internally;
  • Lead and deliver the training and supervise practice between the 5th to 9th of December 2022
  • Design with the team data collection tools;
  • Submit to FTA a quality training report on the content covered including feedback from the practice session and from the participants.

CONSULTANTS QUALIFICTIONS

  • Master’s degree in International Development or Agriculture, Social Science, or related field;
  • Proven advanced and expert-level understanding of outcome harvesting;
  • Proven experience in conducting Outcome Harvesting training for similar organizations to FTA;
  • Experience in delivering technical training virtually.
  • Understanding ethical trade and sustainability labels especially Fairtrade will be an added advantage
  • Fluency in spoken and written English.

  1. A cover letter;
  2. A technical proposal not more than 7 pages outlining
    1. the consultant’s understanding of this assignment;
    2. the consultant outlining the relevant skills and experience;
    3. the consultant’s proposed approach, methodology, deliverables, and timelines;
    4. proposed budget for the entire assignment in EUR or USD inclusive of statutory requirements;
  3. Two references from organizations with whom similar assignments have been undertaken outlining the consultant’s role, performance, and project deliverables;

Consultants are encouraged to include any additional information they believe demonstrates added value for Fairtrade Africa within the scope of this assignment.

This TOR represents the requirements for an open and competitive process. Proposals will be accepted up to the 13th of November 2022.

Contract terms and conditions will be negotiated upon the selection of the winning applicant for this TOR.
