Terms of Reference for Lead Analyst Position

Project: Needs Assessment of Older People in Dnipropetrovsk and Zakarpattia Oblasts

Time requirement and duration:The assignment will span 40 to 55 days between May and August 2024 which can be flexibly used and undertaken remotely if necessary.

1. Background

HelpAge International, in collaboration with the World Health Organization, is undertaking a needs assessment of older people affected by the ongoing conflict and displacement in Ukraine, with a focus on Dnipropetrovsk and Zakarpattia oblasts. The assessment seeks to identify the needs of older displaced individuals, evaluate the current support services available, and recommend actionable steps for both humanitarian responses and government support.

2. About HelpAge International

HelpAge International is a global network committed to improving the lives of older people in over 90 countries through partnerships with more than 170 organizations. Our work focuses on ensuring safety, dignity, and health for older individuals, advocating for their inclusion in society, and striving for equality irrespective of age. Since 2014, HelpAge has been active in Ukraine, expanding its reach to various oblasts including Kharkiv, Dnipropetrovsk, Donetsk, Lvivska, Chernivtsi and others in response to the escalated conflict since 2022. Our initiatives range from providing home-based care, cash assistance and to distributing essential supplies such as hygiene kits and assistive products.

In addition to direct support, HelpAge operates community centres for displaced older adults to foster social connections within their new communities. With a strong network of social workers, HelpAge has managed to directly support over 140,000 people and collaborate with over 51 local organizations since February 2022, demonstrating a deep commitment to building a just, inclusive world where the rights and well-being of older persons are protected and respected.

3. Objective and Deliverables

The Lead Analyst will lead the methodology design, data analysis, reporting phases, and stakeholder engagement of this needs assessment. The primary objective is to develop a comprehensive understanding of the on the ground situation, culminating in a report with actionable recommendations for humanitarian actors and government entities by the end of July. Additionally, the Lead Analyst will co-host a launch event in Kyiv and two online presentations for local officials in both oblasts.

4. Key Responsibilities

Methodology Development: Design and refine the assessment methodology, including desk review protocols, key informant interviews, field surveys, and data analysis plans and put this all in an inception report.

Data Collection: Undertake the collection of data through desk reviews and key informant interviews, adhering to ethical standards and data quality. In addition, provide guidance to the field surveys and focus group discussions which will be implemented by HelpAge’s MEAL team.

Data Analysis: Analyse all collected data to identify key findings on, and insights into, the needs of older people, including their diversity of needs, in the targeted oblasts.

Report Writing: Prepare a comprehensive needs assessment report detailing findings, conclusions, and actionable recommendations.

Stakeholder Engagement: Develop and implement a plan to engage stakeholders, in collaboration with HelpAge’s Advocacy Manager, including the presentation of findings to humanitarian organizations and local government officials in both oblasts.

5. Working Arrangements

The Lead Analyst will be contracted for a fixed term, starting in early May, with the project concluding at the end of August.

The position can be undertaken remotely. If based in Ukraine, travel can be undertaken to Dnipropetrovsk and Zakarpattia oblasts as well as to the launch event in Kyiv. This can be funded within the project. However, funding travel from aboard will not be possible.

This assignment will be done in collaboration with HelpAge and will be supported by the MEAL team, Communications Manager, Advocacy Manager, and several external consultants (e.g., professional photographer, editor, translator, designer).

6. Qualifications and Skills

Essential

  • A minimum of 3 years of experience in conducting qualitative and quantitative research, with a proven track record of leading complex data collection and analysis projects. Experience should include designing methodologies and conducting in-depth data analysis.
  • Exceptional ability to synthesize research findings into coherent, comprehensive reports. Demonstrated skill in preparing and delivering presentations to a variety of audiences, including stakeholders and decision-makers.
  • Fluency in English is mandatory. Ability to communicate effectively in both written and spoken forms is essential for report writing and stakeholder engagement.

Desirable

  • Currently residing in Ukraine with proficiency in Ukrainian is highly desirable to facilitate communication with local stakeholders and understand the context.
  • Familiarity with the health, psychosocial, and protection needs of older populations in Ukraine is an advantage. This includes an understanding of the current services available to older people in Ukraine.
  • Experience in engaging with a range of stakeholders, including government officials, humanitarian organizations, and local communities. Skills in advocacy and the ability to effectively communicate findings to influence policy and practice.
  • A master’s degree or higher in Social Sciences, Public Health, or a related field, demonstrating a strong foundation in research methodologies and analytical techniques is advantageous.

7. Budget

Your payment will be done upon the delivery of the following components.

  • Satisfactory submission of the inception report – 30%
  • Completion of the final report & stakeholder engagement – 70%

It should be noted that HelpAge will not cover personal costs such as insurance, office costs nor other administrative costs.

  • References: Provide contact details for at least two professional references who can attest to your qualifications and experience relevant to this position.
