WV Ukraine intends to select a service provider for Safety and Security Training services. (Defensive Driver Training, First Aid at Work and HEAT). more details will be shared after expression of interest through ToR and RFP.

You are kindly invited to submit pre-qualification and selection documentation. A technically acceptable company with relevant experience and qualifications, offering the most competitive price will be selected for the assignment.

1-Overall objective of the Assignment:

WV Ukraine Crisis Response (WV UCR) is looking to contract a consultant or a group of consultants to offer, Ukraine Safety and Security Trainings for the duration of one year, in Kyiv. As an organization operating in challenging environments, we are committed to ensuring the safety and security of our Partners working in Ukraine, particularly given the current situation.

The training has the aim of introducing WV Partners humanitarian workers to the practical skills and understanding required for travelling or working in unsafe areas. The specific objective is to build the capacities of Partners and equip trainees with essential knowledge and skills needed to surpass potential security incidents, specific to conflict areas. The training content, terminology and wording must respect humanitarian principles. The training content will be contextualized to Ukraine environment through the integration of actual incident types and trends prevalent in the area and relevant to Humanitarian program implementation.

2. Scope of service

Under the direct supervision of the WV UCR Security Director, the consultant will be required to do the following:

  • Methodology and Course:

Content needs to describe a detailed outline of the topics covered in your trainings.

training, including risk assessment methodologies, personal safety and security techniques, medical training, kidnap and ransom awareness, communications, and technology, Unexploded Ordnance and Explosive Remnants of War, and mental health resilience. The training will include role playing and interaction in simulations of real-life scenarios, from which trainees will learn and practice skills to help build self-confidence and adopting a rational attitude. A safe learning environment will be maintained, at all times.

Training delivery: please check the excel file (Safety and Security Trainings RFP)

  • Define how the training will be delivered, including the duration of the course, the format (e.g., classroom-based, practical exercises, simulations), and any language requirements. Please confirm that the training can be delivered in the Ukrainian language.
  • Define Training location: Specify where the training will take place in Kyiv, including the facilities available and any logistical arrangements that need to be made.
  • Prepare the venues and logistics of the training. Venue, refreshments, and training materials to be covered by the trainer.
  • Ensure all activities are delivered on time.
  • Conduct evaluation on trainees to ensure that the information and activities reach their goal.
  • Accurately provide training reports.
  • Future Facility Use: We would like to inquire about the possibility of utilizing your facilities for conducting our own internal Safety and Security Trainings at some point in the future. Please provide information on availability, costs, and any requirements for utilizing your facility for this purpose.

3. Deliverables:

The consultant(s) is/ are expected to ensure the following:

  1. Designed a training curriculum, material, and agenda to be delivered to the trainees.
  2. Provide suitable venues and all approved materials for the training.
  3. Deliver training sessions for all trainees.
  4. Report about the training.
  5. Intellectual Property
  • Title rights, copyrights, and all other rights of whatsoever nature for any material produced under the provisions of this contract shall be vested with World Vision
  • The Contractor agrees that all confidential information shall be deemed to be and shall be treated as sole and exclusive property of World Vision.
  1. Contractual arrangements and supervision

The service will be hired under World Vision terms of contract and supervised solely for the purpose of delivering the above outputs within the agreed time frame. World Vision as the client shall provide necessary support to the consultant to execute the assignment during the duration of the consultancy.

  1. Duration of Assignment

The recommended engagement of company will be for one year.

  1. Required Qualifications and Expertise of the Consultant/Consultancy team.
  • Previous experience 5 years within the field.
  • Have proven experience INGO environment related.
  • Proven capacity to engage an experienced team to carry out required service.
  • Capacity to arrange all logistical and security arrangements independently for fieldwork (the contracted service provider is expected to organize its logistics and security arrangements).

Ability to meet deadlines and maintain high-quality output while working under pressure and time constraint
