Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates interest from qualified candidates for various potential Technical Specialist and administrative positions on an anticipated USAID-funded program in Vietnam. This 5-year USAID-funded initiative titled Local Capacity Development will support the capacity of and engagement between sub-national government, local organizations, and other local stakeholders, leading to more transparent policymaking, effective implementation processes, and better delivery of services to Vietnamese citizens.

The Technical Specialists will provide technical and management leadership to activities within their field of expertise to achieve project outcomes. These would be full-time positions based in Vietnam for the full life of project (anticipated five years).

Tetra Tech seeks candidates specialized in the following areas:

*Institutional Capacity Experts: experienced in promoting good governance, institutional capacity development, change management, improved service delivery, and the effectiveness and sustainability of local government institutions. Background in using organizational development tools such as HICD, OCA, or others required.

*Community Engagement / Outreach Experts: experienced in increased participatory community development and civic participation within communities, and across CSOs, behavior-change strategies, and the strengthening and improvement of service delivery capacity of CSOs.

*Private Sector Engagement Experts: skilled in establishing dialogue and partnerships between public and private institutions, experience supporting local governments in outsourcing service delivery to local organizations.

*Gender, Equality, and Social Inclusion (GESI) Experts: experienced in advocacy on social Inclusion, particularly with respect to gender, youth, marginalized groups, behavior-change strategies, and the strengthening and improvement of service delivery capacity of local governments and CSOs.

*Grant Management Experts: experienced in managing and administering large USAID-funded grants programs (up to $5M) across multiple provinces in Vietnam.

*USAID Financial & Regulatory Compliance Experts: experienced in project financial management, and USAID regulatory compliance issues in Vietnam.

Qualifications:

* Master’s degree or equivalent in a relevant discipline is preferred;

* Minimum seven (7) years’ experience in their respective field of technical expertise;

* Experience working on USAID or other international donor-funded programs is useful

* Vietnamese proficiency required, English a plus;
