Overview of position:

• HART is looking for suitable candidates with relevant experience in team leading for one of their project.

Role objectives:

• The Team Leader is responsible for the overall definition of the evaluation approach & is the principal interlocutor for the contracting authority on assignment content.
• The Team Leader will take the lead in presentations & will manage the substantive quality & timeliness of the deliverables.

Project reporting:

• This role reports to the Project Manager.

Key competencies:

• Masters Degree in a relevant discipline such as Political or Social Sciences, or Development Studies, or equivalent professional experience (15 years).
• Good communication & team management skills, as evidenced by at least 2 previous assignments as Team Leader.
• The expert should have experience of at least 5 evaluation assignments as either Team Leader or Evaluation Expert.
• At least 3 years as an expert on projects dealing with civil society development, preferably on the supply side (i.e. as an expert providing capacity building or other services for organisations) or in the field of evaluation of civil society support programs.
• Academic or practical familiarity with concepts of social capital.
• Knowledge of dialogue, mediation & participatory processes.
• Arabic language skills would be an advantage.
• Good drafting skills in the English language are essential.

• This role has no team management responsibility.
