Project Description:
The USAID-funded Uzbekistan All Children Succeeding Activity aim to improve the learning outcomes of Uzbekistani primary school students. To achieve this, the activity will strengthen the capacity of education sector systems to provide quality learning environments with the instruction, materials and support that children need while they are in school, at home, or in the community. Aligning professional development curriculum and training with universal design for learning (UDL) and inclusive education (IE) principles and practices will be an integral part of this activity; therefore, interventions will work to enhance pre-service and in-service training to support improved disability inclusive education and foundational skills acquisition for all children.
The TPD Lead will work under the supervision of the Deputy Chief of Party – Technical. S/he will lead the integration of IE principles and practices in pre-service and in-service training for teachers, administrators, and other education professionals. The TPD Lead will work with relevant Ministries, universities/institutes, partners, and other stakeholders to review, revise, and, in some cases, develop policies, standards, and training programs that reflect and support UDL, social emotional learning (SEL), foundational skills acquisition, and diverse representation.

Responsibilities
Responsibilities:– Responsible for leading efforts to enhance and strengthen pre-service and in-service training programs to include.
- Establish and maintain regular communication with stakeholders and counterparts from the Ministry of Higher Education, Science, and Innovations and the Ministry of Preschool and School Education of the Republic of Uzbekistan at the central, regional, and district levels as well as Universities and Teacher Training Institutes.
- Implement and manage training approach and attendance information system based on USAID indicators and the activity’s monitoring, evaluation, and learning plan (AMELP).
- Collaborate with international and national project partners in developing, implementing, and documenting project pilots using an action research approach.
- Collaborate with Ministries to prepare and submit project-related documentation (order, letter, tasks, coordination in regions, etc.).
- Collaborate with TLM Lead and other stakeholders to ensure consistency and cohesion of all teachers, administrators, and other education professionals support, training, coaching, and mentoring.
- Provide leadership on enriching classrooms with specialized experts to support children with disabilities (CWD) and developing individualized support plans.
- Work with monitoring and evaluation (M&E) team to review, revise, and/or develop assessment and performance review tools.
- Lead efforts to develop coaches and mentors and support the training, coaching, and mentoring of KG and G1-G5 teachers.
- Contribute to the production of project deliverables, including annual implementation plans, MEL plan, and quarterly and annual reports.
- Responsible for capacity to plan for and conduct and/or provide quality oversight and guidance on workshops appropriate for adult participants, especially teachers and instructional coaches.
- Other duties as assigned.
Qualifications
Qualifications:
- Master’s degree in education (PhD preferable), preferably with a specialty in education planning, education policy, education management instructional systems design, or other relevant field.
- A minimum of five years of experience in teacher professional development program design and implementation.
- A minimum of five years of experience working in management level at Higher and School Education system. Classroom experience preferred.
- Demonstrated experience developing teacher professional development focusing on UDL, child-centered pedagogy, and/or other inclusive approaches to preschool and/or primary school education.
- Knowledge of the Uzbekistan teacher professional development context and Ministry structures at the federal and regional levels.
- Experience working closely in partnership with government counterparts, international development agencies, non-governmental organizations, and other collaborators/stakeholders.
- Experience living and/or working in Uzbekistan and/or the Central Asia region.
- Advanced professional proficiency in Uzbek and/or Russian required.
- Excellent oral and written communication skills in English are preferred.
