The Global People Resources (GPR) department is integral to shaping this more agile, innovative and impactful agency. Job Summary
Working in partnership with proposal team members, the Talent Acquisition Specialist – Proposal Recruitment, provides guidance on recruitment strategies based on requests for proposals (RFP), requests for application (RFA) and Task Orders. You will support the agency’s competitive positioning for and pursuit of donor funding primarily from U.S. Agency for International Development (USAID), a nd other US government donor funding acquisition mechanisms. You will be responsible for developing and maintaining a large network of current and potential candidates for Key Personnel positions. You will collaborate to identify and secure high performing / promising staff for proposal-based positions.

Roles and Key Responsibilities

  • Participate in the development, planning, and implementation of recruiting activities designed to enhance CRS’ ability to attract and retain qualified candidates. Primary sourcing and recruitment related activities for RFP, RFA and Task Orders.
  • Develop and maintain network of contacts to help identify and source qualified candidates.
  • Work closely with Global Talent Sourcers to grow the CRS’ Talent Pool of qualified Key Personnel for proposals/RFPs/grants.
  • Source, screen and refer candidates, external and internal, for interviews with a focus on providing a diverse candidate slate.
  • Conduct reference checks.
  • Negotiate salaries within proposal budget and donor regulations.
  • Maintain recruitment component of human capital management (HCM) system. When applicable, ensure proper documentation for audits, i.e. U.S. Equal Employment Opportunity Commission (EEOC) / Office of Federal Contract Compliance Programs (OFCCP).
  • Perform and promote all activities in compliance with applicable employment laws, i.e., employment laws in the countries, US states/counties/cities in which CRS operates.
  • Seek, establish, and maintain relationships with organizations with the goal of recruiting a highly diverse, knowledgeable, and skilled workforce.
  • Represent CRS, both internal and external, to support strategic talent acquisition for CRS.

Basic Qualifications

  • Bachelor’s degree in Human Resource Management/Business or related field or equivalent experience
  • Minimum of five years recruitment experience
  • Experience in recruiting Key Personnel for proposals/contracts in an International nongovernmental organization (NGO) environment

Required Languages – English. French or Spanish, a plus.
Travel – Must be willing and able to travel up to 25% internationally, when travel resumes
Knowledge, Skills and Abilities

  • Knowledge of applicant tracking systems (ATS). Oracle Recruitment Cloud (ORC) or Taleo experience a plus.

Preferred Qualifications

  • Working knowledge of USAID rules and regulations pertaining to RFA and RFP solicitations
  • Excellent MS Office skills and experience using an ATS
  • Established network of contacts within the non-profit sector
  • Advanced Internet Recruitment Strategies (AIRS) or other recruitment certification(s)
  • Master’s in international development related field
