Job Purpose:

The Supply Chain Officer is responsible for the provision of support services – all tasks related to procurement and logistics based on HRO’s organizational mandate, priorities and donors’ agreements. The Supply Chain Officer is responsible for the warehouse, fleet and asset management in compliance with HRO’s policies and procedures and donors’ rules and regulations.

Key Responsibilities:

Implement HRO’s Logistics and Procurement Policies and procedures . Ensure compliance with HRO’s Handbooks, other HRO policies and donor requirements in all procedures and processes. Provide anticorruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management). Supervision, training and development of logistics team at field level. Ensure safe and efficient transport of staff and materials/goods. Prepare, check and share plans, records and reports as required (e.g. warehouse and fleet reports). Implement a filing system/archives according to procedures. Prepare accurate and timely monthly reports on fleet, asset management, and stock / inventory report. Ensure that HRO’s related activities are implemented within HRO’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager Procurement Management & Supply items/materials: Supply items/materials according to the requests and following HRO’s procurement procedures Identify suppliers for all kind of markets related to HRO’s activities and needs. Take part in the analysis of the local purchasing environment. Identify the necessary procurement documents for a given procedure. Collect/draft all necessary documents (Excel) and transfer them to the Supply Chain Manager for validation. Follow up purchases from request to payment and delivery. Control quality and quantity of the purchased items according to the requester’s specifications. Ensure that the format and information on quotes and invoices comply with regulations. Ensure compliance with administrative procedures for the management of advances and payment of suppliers. Update the mission catalog to facilitate the procurement process. Asset Management & Inventory control: Review and apply inventory & assets activities, including movements and deletions Maintain and update inventory & assets records Develop and implement efficient inventory & assets management procedures Reconcile inventory discrepancies Implement a loss prevention program Report any stock issues to management and place product orders as necessary Prepare a list of depleted products and a survey of unusable products Vehicle Management Supervise and monitoring the Vehicles management. Coordinate with Lead driver and logistic officer to scheduling all vehicle maintenance. Monitoring vehicle Log Sheet. To report vehicle fuel consumption, maintenance to Logistics Coordinator. Reporting & Follow up Gather all procurement documents as a complete file and transfer them to the Supply Chain Manager Give daily report to the Supply Chain Manager and the purchase requesters about procurement progress Update the purchase request Follow Up on weekly basis.

Qualifications and Work Experience:

Bachelor’s degree in business, supply chain, or any relevant field Minimum 4 years of experience in supply chain, preferably within a humanitarian context Experience in supply chain operations; and key institutional donor’s rules and regulations Experience in fleet, warehouse and assets management. Proficient in MS Office applications Fluent in both Turkish and English, written and verbal
