The Lutheran World Federation Prague (hereafter referred to as LWF Prague) is a local NGO in Czech Republic, supporting the humanitarian and development work of The Department of World Service of the Lutheran World Federation (hereafter referred to as LWF World Service) based in Geneva. The LWF World Service is the internationally recognized humanitarian and development arm of the Lutheran World Federation, assisting people in need in 27 Country Programs in Latin-America, Asia, Middle East and Africa with more than 9,000 staff. Due to the escalation of conflicts and military intervention in Ukraine, currently the LWF World Service is scaling up its humanitarian response to respond to the needs of refugees and IDPs. The response will be through a regional coordination mechanism to increase access of the targeted population arriving in Poland, Hungary, Slovakia and Romania to the necessary assistance and services. Community engagement, shelter, non-food items, food, advocacy, WASH, mental health and psychosocial support have been identified as priority areas for intervention.

About the position:

Quality programming and accountability at all levels are key commitments in the Global Strategy of LWF World Service. The main purpose of this position is to develop and support the implementation of these commitments. In particular, the position holder contributes to the implementation of the LWF World Service QAA/PMERL framework, systems, tools and procedures in the field and direct coaching of selected Country Programs in PMER related matters.

Position holder should moreover ensure the quality of LWF programming in scaling up the response to the humanitarian crisis in the Ukraine and enhance the capacity of the LWF and its partners in all aspects related to the planning, monitoring, evaluation and reporting of – and learning from the project implementation and the results (PMERL).

Contract duration: one year, with possible extension

Main requirements:

  • At least 5 years’ working experience with project management, program coordination and monitoring responsibilities, preferably in an NGO or international environment.
  • Proven experience working with online M&E systems and digital data collection tools.
  • Proven experience as a trainer for capacity building on organizational M&E standards.
  • Expertise in training and coaching on PMER, both in-person and via virtual means.
  • Proven experience of using web-based systems, Excel, Word, and digital data collection tools.
  • English: advanced written and oral skills (C1)
  • Other languages from the Eastern Europe an asset (Ukrainian preferably)

Czech language is not required for this position

Main duties:

Capacity Building

  • To improve capacity of Country Programs in PMER processes and tools, including project cycle management, development of M&E plans, indicator tracking and reporting (in person monitoring of the project implementation also an option)
  • Training and capacity building on PMER tools, procedures and processes used by LWF; provide and facilitate trainings on PMER systems including data entry and different aspects of M&E delivered; Organize learning events and participate to the elaboration of training plans, including e-learning courses that fall under PMER expertise
  • To improve the quality of proposals and results-based reporting

Quality assurance

  • To support alignment of project M&E with the global PMER framework for LWF World Service
  • To accompany Country Programs in the transition process to a new web-based PMER system as required in the roadmap

Support to PMER related Data collection and analysis

  • To support the compilation and analysis of global level data collection and reporting
  • To ensure and support to consistent data entry
  • To improve the quality of proposals and results-based reporting
  • To improve the quality of PMER data collection and analysis, including assistance in rolling out SurveyCTO (LWF digital data collection tool)
  • Support the development of project specific and standard questionnaires, and assistance in the interpretation and use of data

Collaboration with others

  • To engage actively in inter-team collaboration, such as task force with GFT, UPR, or others as defined in the workplan

Support to Ukraine Response

  • Support the setting-up of PMER structures for Ukraine response (recruitments, development and translations of the tools, contribute to planning and coordination of the interventions)
  • Support / coordinate needs assessment and proposals
  • Support LWF World Service Ukraine response in reporting at high level (incl. against ACT Appeal budget)
  • Ensure regular and effective communication on PMER related issues to donors, member churches and partners especially on progress made and results achieved

Position environment and dimensions:

As a member of the global Q&A team, the Coordinator will mainly interact with the emergency field operations in close consultation with the Global Program Coordinator based in Geneva. The position holder will work closely with the data management team especially in aspects of data collection and data use.
