ACCOUNTABILITIES

Key relationships:

program department, procurement department, Warehouse team and Syria Field staff.

General objective of the position:

The Supply Chain Officer is responsible for monitoring the upstream and downstream flows of information, goods and services required for the medical facilities at country office and field offices.

Main tasks and responsibilities:

  • In coordination with the Supply Chain Manager and Supply Chain Coordinator to Identify supply chain bottlenecks (value stream mapping) and propose the optimization of the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner.
  • Work with program staff to develop an item forecast tool and submit the data to Supply Chain Coordinator for uploading the needs in the procurement system.
  • Support with the monitoring of SAMS downstream pipeline to maximize operational effectiveness and provide advice on the possible resource allocations based on the severity of pipeline shortfalls using relevant pipeline tools.
  • Support the strategic stock on prioritized operations to supply chain management, anticipating and flagging potential issues to be mitigated or addressed.
  • Performs what-if scenario analyses to support the resolution of ad-hoc issues affecting supply chains.
  • Supports strategic and tactical planning analyses to structurally improve the efficiency and effectiveness of operations at field office/facility level and through Turkey office.
  • Supports to promote best practices in supply chain planning and identify further opportunities to improve or streamline processes, tools, and systems.
  • Coordinates closely with relevant functional departments across Field offices and Country Offices to obtain inputs required for operational analyses and ensure a comprehensive view.
  • Builds capacity of field staff on supply chain pipeline tools and processes.
  • Supports conceptual and quantitative analyses of prioritized supply chain improvement projects.
  • Supports the development of different SOPs and tracking tools for managing pipeline and supply chain to ensure optimizing the operation ensuring timely delivery of medical assistance and overcoming supply chain challenges.
  • Provides supply chain information on stocks and resources required through dashboards and analytical tools.
  • Assist with any other duties as requested by the supervisor.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required

  • University degree in business management.
  • Minimum 3 year experience in supply chain analysis and strategy.

Languages

  • Fluent written and spoken in Arabic
  • Intermediate written and spoken English

Competencies:

  • MS-Excel
  • MS-Word
