TITLE: Supply Chain Coordinator

TEAM/PROGRAMME: Operations

LOCATION: Bangkok

CONTRACT LENGTH: Open-ended

ROLE PURPOSE:

The goal of the Supply Chain Coordinator is to ensure an effective work force required by Save the Children (Thailand) Foundation (SCT) based on best practice standards and in compliance with the local legal procedures and Save the Children Supply Chain policies. This is both a strategic and operational role. The post holder aims to improve a positive and impactful work environment through effective business partnering with the different teams within the National Office structure as well as relevant Supply Chain technical leads at Regional and Global Level.

SCOPE OF ROLE:

Reports to: Senior Operations Manager

Indirectly Reports to: Head of Supply Chain, Asia

Staff reporting to this post: 1 (Supply Chain Assistant)

Indirect: 2 persons: Sr. Supply Chain & Admin Officer– Mae Sot and Supply Chain & Admin Officer – Pattani

Budget Responsibilities: None

KEY AREAS OF ACCOUNTABILITY:

Overall Supply Chain Management

  • Actively promote and ensure clear requirements of quality and timely availability of supply chain related plans including procurement plan and distribution plan; to be consistently and regularly communicated to the programme teams
  • Effectively communicate and disseminate to all business partners on updates of SCI and Donors’ supply chain compliance requirements (policies, procedures, manuals and business processes)
  • Achieve continued and stable satisfactory supply chain performance through Key Performance Indicator (KPI) and Management Indicator (MI). This will include raising of issues through the Risk Management Report mechanism.
  • Maintain and ensure consistent quality reporting including Procurement Tracker and Fleet tracker
  • Provide orientation, coaching, and ongoing training for staff and partners to ensure all their awareness and improved capability to comply with supply chain compliance requirements

Internal & External Business Partnering and Reporting

  • Proactively collaborate with Programs and other functions/departments to ensure supply chain as a function deliver services a timely and effective manner
  • Coordinate with Asia Regional Office (ARO) Supply Chain team as a point of technical and strategic support
  • Ensure that all supply chain operational risks are regularly evaluated, recorded and communicated and that key risks are comprehensively mitigated.
  • Actively participate in inter-departmental coordination forum such as budget-related review, Project Kick-Off, Program Meetings, Awards Review Meeting or related meetings that is related to Supply Chain to ensure that all information is taken for further planning and related key issues are constructively addressed.

Procurement

  • Oversee all procurement activities and provide technical and strategic advice and leadership.
  • Ensure “Best Value for Money” is achieved as a core principle for all procurement activities
  • Establish a reasonable and appropriate lead time in providing goods/services while ensuring procurement support is timely and efficient
  • Responsible for conducting and monitoring all sourcing activities
  • Ensure monitoring and documenting supplier’s performance including delivery their Service Level Agreement (SLA).

Asset Management

  • Ensure proper tracking of all SC assets via the Asset Register and General Programming Equipment Register for the national office
  • Ensure all assets are managed according to SCI and Donors’ policy (tagged, registered, issued, disposed of correctly, etc.)
  • Perform a yearly physical check of assets and provide the updated asset register to Finance quarterly
  • Ensure assets are insured and safe to use

Warehousing and Stock Management

  • Ensure effective stock keeping system is in place for all warehouses and perform periodic spot-checks on the stock particularly mid-year stock check including provide stock check report as required by Save the Children’s policy and protocol.
  • Ensure that the stock has been properly managed and reporting in the Total Inventory Management system (TIM).
  • Ensure quality of sub-office stock report managed by the Supply Chain focal point.

Transport & Fleet Management

  • Ensure minimum safety and security standards are applied for the various modes of transport accessed by staff for official use; through the use of SCI-owned fleet, rented vehicles, airlines and others transport modes
  • Ensure the use of applicable systems and tools to monitor fleet maintenance, trips and overall vehicle condition
  • Ensure a quality fleet report reporting submitted by field offices including Fleet Tracker

QUALIFICATIONS

  • Thai Nationality
  • Bachelor’s degree (preferably in Supply Chain, Logistics, Administration or other related fields)
  • At least 5 years’ of continuous professional experience in a logistics or supply chain position with an international organization

EXPERIENCE AND SKILLS

Essential

  • Experienced in change management
  • Highly developed communications and negotiation skills both in written and verbal; to enable effective business partnering and positive influencing to internal and external audiences
  • Strong management skills including analytical skills, sound judgement and decision-making
  • Ability to speak and write English to an effective working standard.
  • Ability to work collaboratively with other departments and management colleagues at a global, regional and national level

Desirable

  • Proven ability to work in a multi-cultural environment, understanding local, regional and international religions and culture
  • Able to travel locally and internationally
