Purpose:
The overall responsibility of LSS is to make provision of food rations, fuel, general supply support & other associated service for the mission. Most of the key LSS functions are performed through the establishment of commercial contracts. The section is heavily involved managing upstream & downstream supply chain.
GSU of LSS manages 23 contracts delivering 1700 lines items to all its clients disposed across the mission. GSU also manages approximately 10,000 empty sea containers in the mission. Mandate of GSU involves huge data analysis, preparation of demand planning, costing, budget planning, acquisition planning & management, processing procurement activities in form of drafting SOW / SOR, setting technical specifications & contract performance indicator etc. The unit is also responsible for receiving, UMOJA accounting, distribution planning, invoicing, tracking consumption pattern for guarding against any potential discrepancy etc. Thus, the functions are very sensitive & of complex in nature. The hiring of a Supply Chain Analyst is therefore important to ensure due diligence in the management of above activities.

Ultimate result of services:
This resource will be responsible demand planning, budget management, acquisition management, developing SOW & / or SOR, setting technical specification, distribution, accounting, invoicing, contract performance management etc. the resource will also be responsible for tracking container movement across the mission. Database management tracking consumption to guard against any misuse / overconsumption / loss / discrepancy etc. will be another key area of responsibility.

Consultant / contractor work plan:
Objectives are provision of GSSS for all authorized clients at right time, in right place, in right quantity & in good quality.
Outputs are the efficient & streamlined execution of the mission GSS plan in compliance with UNHQ guidelines, mission SOPs, LSS support plan.

Role objectives:
Provide input on mission requirements, demand planning, procurement plan & cost estimates for budget & acquisition planning.
Implement procedures to ensure that requisitions for supplies are properly prepared & reviewed such that they are issued / replenished / allocated to the field in a timely & coordinated manner to ensure reliable flow of supply for the mission.
Perform local market search for immediately required goods & services, obtains the same through accepted procurement procedures, gathers relevant documentation for further processing.
Assist to implement supply related SOPs’ including on R & I, QC / QA, reporting & invoicing processing.
Supervise the process for monitoring consumption, inventory control, stock checking & write off to ensure security availability & accountability of materials & assets.
Provide technical input as required in the development & implementation of supply & service contracts, including in preparing SOW, technical evaluation & presentations to LC on contracts.
Monitor in UMOJA to track all general supply items held in CWS for planning rotation, lateral shift, demand & supply etc. avoiding holding large stock at any given time.
Implement the internal control systems including maintenance of accurate & complete accounting, reporting & all electronic / hardcopy records to ensure proper audit trail.
Assist in monitoring & analyzing contract performance to ensure compliance with contract terms, schedules & cost objectives.
Designs, develops & updates relevant software for tracking, reconciliation & costing purposes.
Responsible for the management of sea containers inside the mission, procurement, tracking movement, receipt & issue in UMOJA, accounting, processing disposal actions etc.
Conducts technical survey visits to plan & ensure most efficient use of resources.
Ensures that accurate & complete accounting, reporting & internal control systems are functioning & that all relevant records are maintained in UMOJA.
Analyzes problems, audit & performance reports on the unit activities & provides remedial action where required.
Maintains accurate allocation a&control of all general supply equipment received, stored & distributed by the mission in liaison with R & I, MOVCON & central warehouse; ensure cargo delivered by vendors are received promptly for inspection by R & I & warehouse representatives & that put away is performed as soon as R &I processes goods receipt in UMOJA.
Initiates actions leading to the implementation of the unit acquisition plan, taking into account different sourcing options, including global & regional systems contracts, local market & other conditions, logistics forecasting, inventory holdings, consumption pattens, supply schedules & ongoing assessment & prioritization of operational supply chain requirements.
Performs other duties as directed by the supervisor.

Project reporting:
This role reports to the Chief of Life Support Section.

Key competencies:
Master’s degree or equivalent in logistics, business administration, supply chain management, administration. accounting, or related field is required or a bachelors degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the masters degree.
The incumbent must have advanced skill in MA Office applications (Word, Excel & Power Point in particular).
Knowledge on any ERP system is required.
A minimum of 7 years of progressively responsible experience in supply chain management, logistics chain management, military resource management, project / contract management or procurement of global service contracts is required.
Experience in managing support services of international peacekeeping or military operations is highly desirable.
Knowledge of the UN rules, regulations & working practices pertaining to field missions is advantageous.
English & French are the working languages of the UN Secretariat. for the position advertised, oral & written fluency in English language is required & working knowledge in French is highly desirable.
Demonstrates knowledge in the field of supply chain management & / or project management, including knowledge of QA, service & procurement.
Has practical knowledge of management of service & commodity contracts in a field / decentralized operation.
Demonstrates awareness, responsibility & very good knowledge of UN FR&R.
Possesses exceptional skill in working with UMOJA business management.
Possesses strong planning ability to formulate & deliver complex support service in the remote areas.
Has ability to organize multiple tasking setting due operational priorities.
Capable of collecting, collating & analyzing large volume of data & producing realistic outcome.
Has ability to build & manage effective team.
Takes ownership of the responsibility produce productive outputs.
Has respect for the knowledge & experience of others in the team.

Team management:
This role has no team management responsibility.

Further information:
The total anticipated duration of contract is 4 years.
The selected candidate must be in possession of driving license for at least 4 x 4 vehicles.
