Overview of position:
Protracted conflict in Yemen has not only caused widespread damage & displacement but also significantly reduced livelihood opportunities & food security. Weaknesses within community institutions & local authority have eroded the social contract between them, whilst marginalization of communities’ further limits access to services & social cohesion. Local & community institutions are under resourced & under capacitated, limiting access to basic services. Communities are also subject to environmental shocks & threats at a time when coping mechanisms, strategies & assets are significantly depleted. Exposure to environmental stressors exacerbates the existing precarious situation & requires risk reduction strategies to mitigate the potential for further disaster. The combination of these hardships not only leads to increased vulnerability to the point of famine but also further weakens social cohesion & leads to inter community conflict. The ERRY III interventions are designed to contribute to the below goals & outcomes: The overall objective (goal) of the program crisis affected communities are better able to manage local risks & shocks for increased resilience & self reliance. Specific objectives (outcomes):
Outcome 1: Community institutions are strengthened & capacitated on gender sensitive resilience planning, conflict resolution & social cohesion.
Outcome 2: Vulnerable communities benefit from equal access to clean energy solutions, environmental protection & climate adaptive capacity in a sustainable manner.
Outcome 3: Sustainable livelihoods for women & men are created through improved production, food security & income opportunities.

Objective & purpose of the position:
Our client in Yemen seeks to hire a Local Planning Analyst Assistant (ERRYIII) based in their country office in Sana’a to support the ERRY team in implementation of the project. The Assistant will help ERRY III team in providing support in all aspects of project implementation in accordance with the project documents, annual work plans & other agreements between our client & implementing partners, knowledge sharing & monitoring of activities.

The Assistant will work closely with the ERRYIII team & report to the National Coordinator & Project Manager to support the activities implementation & perform the following tasks:
Support the project team to ensure effective project planning & implementation:
Compile & summarize information & data for the formulation of project work plans, draft annual / quarterly budgets, proposals on implementation arrangements & on other specific project related topics or issues.
Provide comprehensive support in all aspects of project implementation in accordance with the project documents, annual work plans & other agreements between our client & responsible partners.
Ensure quality of delivery by consultants, beneficiaries & contracted companies & communicate findings to the supervisor.
Ensure compliance of project business processes with our clients Project Operational Policies & Procedures (POPP) & their Standard Operating Procedures (SOP).
When necessary, provide guidance to project staff on business processes, administrative & other requirements & procedures.
Support mainstreaming gender equality in the project implementation, including in data collection & compilation.
Prepare gender equality background materials for use in discussions, briefings & correspondence.
Provide administrative & logistical support to ensure successful project delivery that includes organizing / coordinating project events & selecting appropriate venues, coordinating project procurement procedures, maintaining project records & files, recruiting project team members & supporting contracting activities.

Support partnerships & resource mobilization:
Establish & maintain contacts & cooperation with the relevant UN agencies, government institutions, NGOs, tertiary institutions, partners & other relevant stakeholders.
Provide support in updating the database of the relevant public & development partners & other stakeholders who are counterparts for the project.
Ensure regular communication & coordination with partners, project counterparts, stakeholders & beneficiaries & develop & maintain effective mechanisms for integrating & responding to their feedback & insight.
Support creation of high quality information & visibility of the project activities among the stakeholders & ensure careful selection of communication tools & tailoring the messages to take into account the overall socio political & development context in host countries.

Responsible for partner management & technical assistance in the implementation of activities:
Support the Local Planning Component Lead on partner review management & identify areas that need improvement & strengthening.
Conduct joint missions to the targeted governorates of Hodeidah, Hajjah, Almahwit, Abyan & Tuban with implementing partner to supervise the implementation & document the mission findings & share them with relevant individuals.
Conduct missions with local stakeholders to review the activities progress & areas to improve.
Coordination, communication & innovation.

Provide support to the effective monitoring, evaluation & reporting on progress of project implementation:
Support implementation of the project monitoring system in alignment with its monitoring & evaluation framework to ensure effective information sharing, provision of feedback & elaboration of high quality progress reports.
Collect, analyze & present information for monitoring & evaluation of project implementation against project targets as well as for audit purposes.
Identify gaps in implementation & provide support in bridging those gaps in consultation with supervisor & partners.
Assist in the organization of field & study visits, missions, workshops, roundtables & conferences within the project.
Assist in implementation of effective risk management for the project with a well documented risk mitigation plan in place.
Support monitoring of previously identified & emerging risks.
Support in consolidating required project reports on a timely basis and in line with monitoring & reporting guidelines & donor requirements.

Support knowledge building, knowledge sharing & capacity building relevant to the assigned project:
Participate in training & organize briefings on internal procedures for the project staff.
Provide support to other capacity building activities, including to the design & delivery of tools, materials for workshops or platforms that tap into the collective intelligence of communities & mobilize action.
Provide support in the dissemination & sharing of relevant data & lessons learned within the CO & regionally.
Keep pulse on emerging best practices nationally, regionally & internationally that relate to the work of the assigned project.
Conduct archiving & maintenance for the ERRY documentations in the share point such as plans, agreements, reports, procurement related documents, advances & clearances.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the office & the organization.

Project reporting:
This role works very closely with the ERRYIII team & report to the National Coordinator & Project Manager.

Key competencies:
Bachelors degree in business administration, public administration, or equivalent field will be given due consideration, a master degree in the same field is desired.
A minimum of 4 years (with bachelor’s degree) or 3 years (with master’s degree) of progressively responsible administrative or project experience is required.
Excellent information technology skills, including office software packages (MS Word, Excel, etc.) & web based management systems & advanced knowledge of spreadsheet & database packages.
Experience in program management, administrative, coordinating project activities, tracking progress & reporting in national / international organizations.
Experince in working with NGOs & / or the private sector.
Experience in preparation of project narrative reports & overviews.
Knowledge of monitoring & evaluation tools.
Knowledge of project management processes.
Knowledge of UN programs & operation policies & procedures is an asset.
Proficiency in English & Arabic both oral & writing.
Demonstrated ability of analytical & drafting work.
Familiarity with computers & word processing (Word, Excel, Power Point).
