Job Description

The Supplier Contracts Manager is responsible for the assurance of multiple 3rd party supplier contracts to ensure optimum service delivery to approx. 40,000 officers (including delivery of uniform, equipment and services). This role is responsible for designing the framework and governance for assuring multiple complex 3 rd party supplier contracts and meeting legislative targets and agreed SLAs. The role will be responsible for ensuring that the service to customers (the front line officers) meet the required levels and working with the operations teams to embrace a culture of improvement and innovation.

Key deliverables also include:

  • Responsible for holding external suppliers to account for performance against KPIs and SLAs. Provide the genuine customer impact of any failures and ensure any service credits charged or action plans are in place.
  • Raise our overall commercial capability to leverage optimum service outcomes at lower cost making financial savings to the MPS
  • Responsible for developing and managing a supplier and business assurance framework to enable the use of a data and intelligence led analytical approach to optimise supplier relationships and service delivery within directorate
  • Providing leadership to a team of up to 4 Business Assurance Managers and up to 20 indirect employees.
  • Reducing risk of reputational damage to MPS through the proactive identification of risks across the directorate and implementation of risk mitigation strategy

The Successful Applicant

You will have:

  • Excellent understanding of supplier relationship management frameworks, key performance indicators and dashboards and how to drive continuous improvement and corrective mechanisms
  • Excellent understanding of commercial contract management and how to leverage optimum partnerships
  • Excellent knowledge of business assurance activity including business continuity and managing risk
  • Excellent understanding of working at a strategic level in organisations to advise, assess, oversee or deliver strategic commercial and procurement activity
  • Excellent knowledge of how to scope and deliver high quality supplier assurance reviews including the production of timely reports with appropriate management action to mitigate risk
  • Knowledge of how to provide enabling services to an operational customer group
  • Very familiar with data analysis, insights and data visualisation tools and making these part of day to day team working
  • Skilled at leading a team to deliver an optimum service across a portfolio of 3 rd party supplier contracts – inspiring team members to use commercial policy and contractual knowledge as levers to influence and shape
  • Ability to report and present on business service performance at Senior leader forums
  • Ability to proactively influence and shape the culture to one that is more customer centric , innovative and data driven
  • Effective conflict and issue resolution skills that draw on specialist commercial and regulatory knowledge
  • Ability to influence senior stakeholders in challenging situations and to hold suppliers and services to account for compliance to relevant internal and external regulations
  • Excellent stakeholder management skills to work collaboratively with peers across interdependent suppliers and contracts and to build excellent relationships with the supplier
  • Excellent all-round communication and change management skills
  • Ability to contribute to convincing and cost justifying business cases
  • Ability to apply commercial principles when negotiating on best value provision to the organisation
  • Desirable – holder of contract management qualifications or accreditations (e.g. CIPFA Diploma in Contract Management, IACCM Fundamentals or similar)

Band B £54,460 – £66,356 plus a location allowance of £1,841 and an additional non-pensionable allowance of £1,000. You will have a choice of joining one of the Civil Service pension schemes.
