Job description

Purpose of the Position is to lead the Sub-National Health Cluster in fostering strong emergency-related partnerships, preparing relevant Health Cluster documents, monitoring of partners’ activities in close collaboration with the Inter-Cluster Coordination Group (ICCG).

Objectives of the Program: The Health Cluster collectively prepares for and responds to humanitarian and public health emergencies to improve the health outcomes of affected populations through timely, predictable, appropriate, and effective coordinated health action.

Organizational Context:Under the direct supervision of the State sub national Health Cluster Coordinator, and in close collaboration with the WHO Hub or Suboffice Coordinator, the national Sub-National Health Cluster Coordinator will engage with relevant stakeholders to strengthen recovery of the health system as well as to build health system resilience, ensuring equitable access to essential life-saving quality health services to vulnerable populations, with strong emphasis on intersectoral collaboration with relevant clusters such as WASH, Nutrition, Food and Protection.

Summary of Assigned Duties:

  • Establish and maintain constructive relationships with health cluster partners through regular meetings, including State, Regional and District MOH.
  • Collect, analyse, and broadly share information from all health partners on Who’s doing What, Where, and When (4Ws).
  • Identify gaps in quality health service delivery and ways to address these through regular joint health and multisector assessments and monitoring of partners’ activities.
  • Actively contribute to the health component of the Humanitarian Program Cycle, including proposals for e.g., the Central Emergency Response Fund (CERF).
  • Represent the health cluster in intercluster coordination mechanisms and actively advocate for priorities in the health sector
  • Perform any other cluster related duties.

  • Excellent presentation skills

Education

  • Essential: University degree in Medicine or related Public Health field
  • Desirable: Master’s degree in Public Health

Experience

  • Essential: At least 2 years of experience in planning, implementation and monitoring of public health emergency programs and health sector coordination. Experience in capacity building.
  • Desirable:

    • Working experience in UN Organizations or NGOs is considered an asset. Project management/Results-based Management (RBM) is desirable.
    • Health cluster training

Use of Language Skills

  • Excellent knowledge of English and local language.
  • Other Skills (e.g., IT)
  • Proficiency in Microsoft office applications.
