A.Financial Management, Reporting and Local Partnering.

A1. Financial Management and Reporting

1. Ensure accurate and timely financial data into the standard registers as required including partners journals

2. Review and analyze grants/projects/department expenses and variances to advise stakeholders on expenditure trends and potential issues.

3. Coordinate expenditure and reporting to Project Managers and other required stakeholders.

4. Ensure accurate coding of budget and expenses and full compliance with WVI internal and donor requirements, including but not limited to accounting, reporting and year-end closing processes.

5. Maintain constant monitoring on PBAS to ensure project incomes are adequately committed, including carry forwards.

6. Assist the Finance Manager in ensuring that project income is sufficiently committed on PBAS at all times including the approval of carry forwards.

7. Participate in grants/project budget development and strategize to optimize overhead costs without compromising ministry quality.

8. Assist the Finance Manager in the discussions on grant reports with project teams, ensuring timely submissions to donors and support offices.

9. Ensure grant accounting adheres to WVI and donor requirements, particularly concerning expense coding, reporting, and fiscal year-end procedures.

10. Uphold donor compliance in all grant activities and update the Finance Manager on pressing compliance challenges.

11. Work closely with the GAM and field operations teams in all budget and reports issues and discrepancies.

12. Assist the Finance Manager in updating the approved budgets in Ledger B and G on Sun6 and ensure they align with PBAS commitments.

13. Ensure implementing partners’ financial reports template and project cash flows are prepared on a timely manner. Be the focal point in all communications with WV project implementing partner.

14. Participate in reviewing project PIA/MoU in all financial aspects

A2. Local Partnering:

1. Coordinate all donor audits on local partners’ books.

2. Perform site and partner monitoring visits to conduct compliance reviews and provide mentorship as necessary.

3. Perform work capacity-building to partners, focusing on financial management, record maintenance, and reporting.

4. Foster consistent communication with local partners on financial expectations and reporting requirements.

5. Address financial discrepancies with local partners, guiding them towards compliance.

6. Participate in reviewing Sub-grant agreement in all financial aspects.

B. Team Leadership and Capacity building

1. Lead and guide the Finance Officers, ensuring effective team operations.

2. Foster growth and skill development among direct reports, including performance reviews.

3. Enhance the competency of the finance officers through training, coaching, and mentoring.

4. Help the Finance manager disseminate understanding of financial policies and donor regulations to the organization and partners.

5. Participate in large grant start-up workshops in collaboration with respective SOs.

6. Actively participate in field operations coordination meeting and discussions.

C. Risk management

1. Participate in audit preparation to provide required information, ensure follow up actions and implementation of audit recommendations related to finance, addressing common audit findings and disallowed costs.

2. Provide in collaboration with the SOs core team, expert advice on interpretation of award terms and ensure that grants implementations are within the requirements

3. Enforce financial policies and procedures to ensure compliance to Generally Accepted Accounting Principles, WVI finance policies, and Government and other donor regulations.

5. Assist Finance Manager in managing financial risk and implement anti-corruption strategies

6. Occasionally, visit project field sites to ensure financial controls and procedures are in place.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

1. Minimum 5 years’ experience in finance position with medium business/medium NGO/government agency Minimum 5 years’ experience in finance supervisory role.

2. Experience in major donor regulations (US, UK, Canada Governments, GOG, EC/ECHO, UN agencies) is a must.

3. Experience with humanitarian aid in-country is a must.

4. Practical knowledge of financial systems, internal financial controls & procedures and staff management skills

Required Education, training, license, registration, and certification

Bachelor’s degree in Accounting, Finance or Business Administration, or a related field MBA in Finance, MSC in Finance/Accounting/Auditing preferred ACCA, CIMA or CPA preferred

Preferred Knowledge and Qualifications

Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.

-Solid knowledge of government grant regulations and financial reporting requirements.

– Ability to solve complex problems and to exercise independent judgment.

-Ability to lead and manage a team. Good working knowledge of computerized accounting systems must be computer literate in Microsoft Office programs.

-Good oral/written and interpersonal skills. Ability to work on a cross-cultural environment with a multi-national staff.

Travel and/or Work Environment Requirement

The position requires the ability and willingness to travel domestically and internationally up to 25% of the time.
