Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

IOM is undertaking a Business Transformation (BT) process, a priority driven by IOM’s Internal Governance Framework (IGF) reform. IOM will undertake a global review of its current funding raising activities requirements and ERP based process flows to update its systems and establish a fit-for-future Fund Raising to Agreement process.

The Fund Raising to Agreement (F2A) process area covers classic customer relationship management (CRM) functions including Accounts, Contacts, Opportunities, Due Diligence; interrelates with project/appeal proposal generation and management and funding gap analysis and ends with the data management related to “Awards” (donor agreements). The solution landscape includes Salesforce.com for CRM, Oracle Cloud ERP for customer master data management and Award lifecycle management, and other custom solutions used for project management.

Under the overall supervision of the BT Director and direct supervision of the Business and Integration Manager (BT), the functional guidance of the Chief, Donor Relations and other business stakeholders, Stream Lead (Fund Raising to Agreement) will be responsible for implementing BT initiatives, including assessing and designing the stakeholder management, fund-raising, opportunity management, agreement/awards, and other related modules while duly considering interlinkages with other functions of IOM.

Core Functions / Responsibilities:

  1. Lead the realization of the new CRM- and ERP-based solutions within the “Fund Raising to Agreement” (F2A) process area for all relevant functions with a focus on the CRM modules and cross-functional integrations within the ERP System and as applicable custom-built systems for proposal and project management.
  2. Act as F2A Focal Point for the BT Team with regards to reviewing IOM’s ERP-based F2A processes and procedures.
  3. Collaborate and work closely with the Donor Relations Division and related IOM stakeholder groups (e.g., civil society organizations) functional business process owners, and experts in Headquarters (HQ), Manila and Panama City Administrative Centres, as well as units globally having fundraising responsibilities, to ensure that relevant processes are designed in accordance with the organization’s regulations, instructions, policies, procedures and practices and taking into consideration the relevant operational control systems from the IGF.
  4. Collaborate with relevant Departments and Units in the context of overall BT to harmonise cross-cutting processes and to ensure end-to-end process and data integration.
  5. Based on the in-depth knowledge acquire as part of the project, evaluate opportunities and capabilities offered by the Salesforce CRM and Oracle Cloud ERP platforms, and identify opportunities for improvement compared to existing F2A practices, while maintaining compliance with the legal and administrative framework.
  6. Working within the Framework of the BT Project and its system implementation partner(s), lead the realization of the end-to-end F2A solution from solution strategy through user acceptance, deployment, cutover, and stabilization.
  7. Manage the Team of F2A Business Analysts (if any) and work with the BT Training Team to develop training materials by providing inputs, documenting requirements, and supporting the design and delivery of training programs.
  8. Manage the Team of F2A Business Analysts and work with the BT Data Migration Team to develop data migration and archiving requirements and ensure all contractual data are prepared for migration or archiving.
  9. Manage the Team of F2A business analysts and work with the BT Testing Team to develop test scenarios and scripts required for User Acceptance (UAT) and other testing needs for all related solutions and components, including integrations.
  10. Manage change to promote acceptance and ‘buy-in’ at all stages and ensure smooth implementation of necessary changes to internal business practices, procedures, processes, and systems.
  11. Provide direct oversight and support to external expert, consultants, vendors, and suppliers engaged by the BT in the context of delivering the legal services solutions and supporting elements.
  12. Act as the IOM Enterprise Salesforce Administrator, for the F2A plus potentially additional functional scope included in the Salesforce CRM/Marketing Cloud/Lightning platforms.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, International Relations, Marketing or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Demonstrated experience at the international level in deploying solutions related to partnership management, fundraising and donor liaison with governments and the private sector;
  • Experience in business transformation around processes and technology;
  • Experience in developing new processes and policies at the international level within the context of the IOM/UN;
  • Demonstrated experience/expertise in project management (PMP, PRINCE2, Scrum, etc.);• Experience working in a multi-cultural setting.

Skills

  • Knowledge and understanding of IOM/UN donor landscape, field-level fundraising strategies and modalities of partnership across the range of actors IOM engages with at Country, Regional, and HQ levels;
  • Knowledge and understanding of public and private sector fundraising and partnerships, strategies, activities, and business processes required to implement institutional strategies;
  • High level of computer literacy, excellent knowledge in Microsoft applications;
  • Salesforce Certified Administrator (ADM201) required; Salesforce Platform App Builder or other Salesforce certifications will be considered a plus;
  • Strong analytical skills;
  • Demonstrated coaching, mentoring, and develop staff capacity-building skills;• Proven ability to identify client needs and match them to appropriate solutions.

Languages

IOM’s official languages are English, French, and Spanish.
