Project HOPE

Project HOPE seeks a Strategic Communications and Outreach Advisor to provide technical leadership and oversight to USAID TB Free Activity in Uzbekistan. The Activity aims to improve long-term detection, treatment, and prevention of TB, especially drug resistant tuberculosis (DR-TB) in Uzbekistan. This new activity will implement locally generated solutions to improve TB diagnosis, treatment, and prevention services with a focus on prison populations. The purpose of the Activity is to reduce the burden of TB in Uzbekistan, prioritizing leadership development, management, financing, and technical capacities of health institutions, communities, and civil society to reach high-risk groups to prevent, detect, and successfully treat all forms of TB.

The Strategic Communications and Outreach Advisor will lead the development and implementation of all TB prevention and awareness communications and outreach products and deliverables. S/he will work closely on social, and behaviour change and community (SBCC) initiatives for public health education, population-based advocacy campaigns, and other efforts in social and SBCC.

This position will be based in Uzbekistan. Uzbekistan nationals strongly encouraged to apply.

The position is one of the key personnel for USAID TB Free Activity in Uzbekistan. This position is contingent upon award.

PRINCIPAL RESPONSIBILITIES:

  • Dissemination of the Strategic Communication Plan to National and Sub-National audience, and ensuring the adoption into their annual workplan.
  • Facilitate the advocacies to CSOs, CBOs, PLHIV network, Ex-TB patient organization and GFATM community recipients for the adoption of TB messages, suggested channels and message delivery mechanisms.
  • Build the capacity of sub-partners’ staffs for disseminating the TB communication approaches to different segment population, ensuring that they can train local communicators, influencers, social media creators, community cadres and peer supporters, including translating scientific information into easy-to-understand language for non-scientific audiences.
  • Support the development and rollout of a social behavior change strategy (SBC) and SBC national guidelines that enhance outpatient and case management models.
  • Design, conduct outreach activities together with key community leaders to mitigate and prevent social attitudes and behaviors that perpetuate TB-related stigma.
  • Support governments and community based organizations’ understanding of reasons and influencing factors behind behaviors of men and women.

MINIMUM QUALIFICATIONS:

  • Minimum Bachelor’s degree in health communications or mass communications, social marketing, or journalism with health or behavior change focus.
  • Minimum five years experience in health behavior change communication program design, implementation and management.
  • Demonstrated understanding of theories and best strategic behavior change practices relating to individual behavior change and broader social responses.
  • At least three years experience working in an international or resource challenged setting.
  • Experience working with mass media and communications campaigns in former Soviet context is highly desirable.
  • Strong project management skills
  • Experience working with influential figures/celebrities to advocate and champion for social change a desired plus.
  • Demonstrated understanding of theories and best strategic behavior change practices relating to individual behavior change and broader social responses.
  • At least three years experience working in an international or resource challenged setting.
  • Experience working with mass media and communications campaigns in former Soviet context is highly desirable.
  • Strong project management skills
  • Excellent coaching and presentation skills.
  • Good knowledge of English and Excellent Uzbek or/and Russian is required.

Work environment:

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions
  • Travel for extended periods may be by air and/or other modes of transportation
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship”
