Framework Agreement for Staff Wellbeing Consultancy Services

Concern Turkey

Concern Worldwide is a non-governmental, international humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and is currently implementing protection and education sector activities in Sanliurfa Province. Concern is looking for a service provider consisting of 1 to 2 psychologists who are able to provide group therapy sessions and 1-to-1 de-briefing support for the Concern team in Arabic and Turkish. This framework agreement is part of Concern’s commitment to staff wellbeing and will mostly focus on supporting the front line protection staff who are providing services to Syrians under temporary protection and non-Syrians under international protection.

Duration: 2-3 days per month based on demand. August 2022 to July 2023

Reporting to: ECHO Programme Coordinator

Department: Protection

Overall objective: To provide clinical debriefing and counselling to improve and support the wellbeing of Protection staff working in a frontline capacity with vulnerable refugees (including Outreach, Individual Protection Assistance [IPA] and Case Management)

Specific Objective: To meet with the team for 2-3 days each month in both groups and with `individuals, providing debriefing, review of challenging cases and psychosocial support as necessary, with a view to giving staff support in managing their caseloads, avoiding burnout and maintaining professional boundaries.

Deliverables:

Over 2-3 consecutive days each month:

  1. Meet with all frontline staff together for 1-2 hours to discuss overall challenges and issues;
  2. Meet with teams in smaller groups (Outreach, Case Management and IPA) for 1-2 hours to work in more detail with specific teams;useful, such as:
  3. Provide group sessions on communication and cooperation to support staff’s belonging to the organization
  4. Support emotion regulation strategies, problem solving and self-care skills via structured sessions
  5. Meet with those staff who request 1-to-1 support in a confidential space to focus on individual support needs
  6. Report monthly on overall findings on the state of staff wellbeing without risking any breach of confidentiality to provide suggestions, recommendations and guidance to the Programme Coordinator to improve practices in day-to-day support to the team

CANDIDATE SPECIFICATIONS

Required

  • Minimum masters level university degree in psychology
  • Three to five years of experience in clinical interventions.
  • At least 2 years supporting staff working with highly vulnerable individuals such as GBV survivors, victims of child abuse and extreme poverty ect.
  • Familiarity with Protection Programming within NGOs supporting refugees in Turkey,
  • Experience in report writing
  • Understanding of the Core Humanitarian Principles
  • Able to facilitate sessions in Arabic and Turkish

Evaluation Scores:

The selection of the service provider / consultant will be made based on the cumulative analysis scheme, where total score will be obtained upon combination of weighted technical and financial aspects.

a) Technical weighted score out of 60 based on submitted cover letter, technical proposal and CVs

b) Financial weighted score out of 40

  1. Only offers which received 40 out 60 for their technical score will be eligible for evaluation of their financial offer.

Preferred

  • Proficiency in written and spoken English is highly desirable
  • Consultants who are located in SE Turkey

Costs:

This opening is for consultants who are living in Turkey only and who are able to deliver services in Arabic and Turkish. For consultants who are not living in Şanlıurfa, travel and accommodation expenses should be included in the quotation provided as part of the application process.

In this context all Concern staff have a responsibility to the organisation to strive for, and maintain, the highest standards in the day-to-day conduct of their work in accordance with Concern’s core values and mission.

Any consultant working with Concern will be expected to sign the Programme Participant Protection Policy and the Concern Code of Conduct as an appendix to their contract of employment and conduct themselves in accordance with the provisions in this document. Any breach of the Code of Conduct or P4 by consultants working with Concern Worldwide during the course of their contract will result in disciplinary action up to, and including dismissal.
