The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of the logistics technical assistant is to assist in the day-to-day implementation of the logistics function’s responsibility for the county office in direct support of the logistics adviser and administration department when needed

Duties and responsibilities

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

Adhere to NRC policies, handbooks, and guidelines, in addition to donor requirements.
Assist with the implementation of the logistic function’s portfolio according to the Plan of Action
Prepare and develop status reports as required by management.
Ensure proper filing of all logistical supporting documentation
Maintain logistics records, suppliers, and equipment
Promote and share ideas for improvement of the logistic function.

Specific responsibilities

Asset Management

Managing the asset and conducting Asset and inventory physical counts under the direct supervisor of the logistics adviser in addition to the management of assets in the Country Office (CO) in collaboration with the concerned departments.

Procurement

Act as the internal and external Focal Point for the Country office-based procurement, receiving requisitions, and sourcing bids under the supervision of the Logs adviser and in accordance with NRC’s regulations.
Monitoring and updating the purchase request and payments tracking sheet; issuance of payment documents to the Finance department.
Liaising with suppliers to ensure prompt and accurate delivery of goods and services and received in good condition as per invoices, delivery notes, and packing lists.
Ensuring that all the logistics and procurement documents are filed as per Securing Supporting Documentation (SSD)
Responsible for cash handling for petty cash advances for minor logistics procurement and office running costs purchases
Conduct Watchdog (WD) checks when required for all procurement.
Provide support to the logistics adviser when required, such as but not limited to assisting in the preparation of tender documents and conducting Electronic Tender box “eTB “processes and advertising of tenders.
Coordination with Area Office (AO) logistics coordinators, in terms of compiling CO contract tracking and expenditure monitoring.
Any other specialized Logistics support as requested by Supervisor/Line Manager

Qualifications

Generic professional competencies:

Previous experience working within a Logistics and Procurement function in a humanitarian/ recovery context
Knowledge and experience within a relevant administration, craft, or technical field and ideally a relevant vocational qualification
Experience working in complex and volatile contexts
Documented results related to the position’s responsibilities

Context/ Specific skills, knowledge, and experience:

Bachelor’s degree in logistics or relevant field
Fluency in English, both written and verbal
1-2 years of previous experience within a logistics and procurement function.
Excellent attention to detail and good writing ability
Very good computer skills in Microsoft Office (MS Excel, Word, and Outlook)
Strong communication and interpersonal skills
Strong organizational and teamwork skills with good cultural awareness and sensitivity
Highly approachable, trustworthy, and confidential
Ability to work well in a stressful environment and meet deadlines
Good diplomacy and negotiating skills
Knowledge of procedures on Donor procurement and asset management would be considered an asset
