In addition, NRC runs one of the world’s largest standby rosters -NOR-CAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of the ICLA Coordinator position is to support the day to day implementation of the ICLA Projects.
Generic responsibilities:
Line management of ICLA project field staff.
Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies.
Contribute to ICLA strategy development, project proposals and provide input on needs and gaps.
Manage and implement a delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality of all programming.
Provide regular progress reports to PM.
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
Promote and share ideas for improvement and necessary changes in the activities.
Ensure capacity building of project staff and transfer key skills.
Liaise and collaborate with relevant local authorities and other key stakeholders.
Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities
Monitoring & Evaluation (M&E):
Support ICLA PM and ICLA Specialist in designing M&E tools.
Train both Amman and filed staff on M&E tools.
Support ICLA PM and ICLA Specialist in designing counselling M&E tools.
Oversee M&E of ICLA activities in the field and M&E reports produced in Amman.

Team Management and Work Planning:
Remotely line manage ICLA Team Leaders and Referral Technical officer in the field ensuring they complete all tasks in their work plans on time and to a high level of quality.
Oversee the crafting of field teams’ annual and quarterly work plans in coordination with Field PC and PM.
Lead, with the support of the PM, work planning sessions for new grants with the team in Amman and relevant field staff to prepare actionable work plans according to donor and NRC requirements.
Contribute to the annual workforce planning.
Proactively lead the exchange of information between the field teams and the other ICLA Project Coordinator based in Amman as well as the rest of the ICLA team based in Amman.
Coordination:
Support PM in the preparation and in co-chairing the Housing, Land, and Property Rights Technical Working group (HLP TWG) meeting as requested.
Support the preparation and delivery of training/presentations to be delivered in front of coordination forums and bodies as requested.
Budgets:
Ensure project field activities are implemented according to the budget.
Oversee monthly BVAs to ensure spending is on track.
In coordination with PM, modify budgets accordingly when there is a change in programmatic scope or it becomes necessary.
Research:
Support ICLA PM and consultant on the design of the ICLA research projects and data collection tools.
Provide training on data collection materials to both Amman and field staff members.
Support ICLA PM in the review of draft research, translation, and design publications.
Other Tasks:
Oversee the ICLA protection referral system in the field.
Support analysis and provision of recommendations on challenging Housing, Land and Property rights (HLP) Due Diligence cases.
Any other tasks assigned by PM as needed.

Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position:
Minimum of 3 years of experience working in legal assistance project implementation project coordinator position in a humanitarian/recovery context.
Previous experience working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Knowledge about own leadership skills/profile.
Fluency in Arabic and English, both written and verbal.
Context related skills, knowledge and experience:
A bachelor’s degree in law is preferred; alternatively, a degree in human rights, political science or a related subject will be considered.
Demonstrated experience in a fast paced work environment and ability to proactively resolve practical issues that arise as part of the implementation.
Relevant remote management experience
Experience in M&E, research, and reporting.
Experience overseeing multiple activity streams and budget tracking.
Knowledge of the overall context in Syria will be an asset.
Strong analytical and numerical skills.
Proficiency in Microsoft Office Applications.
Training or prior achievements in protection will be an asset.
Ability to work independently in a result-oriented multi-tasking and multi-cultural environment.
