Position Summary:

Creative Associates seeks a seasoned, people first, International Human Resources (HR) Manager to provide a wide range of HR services to Expatriates, Third Country Nationals (TCNs), Host Country Nationals (HCNs), and headquarters staff. In support of Creative’s mission and HR Strategic Objectives. The incumbent is responsible for the enhancement and successful execution of full life cycle HR support to all staff, including but not limited to program start-up, onboarding, employee relations, recruitment, benefits and local compensation planning and support, HR compliance, HRIS, and performance management programs for identified staff.

Expected Outcomes:

  • Creative’s business model relies on strong field expertise at all points in the business process to facilitate its development work and counts HR as a strategic and operational ally in this model. A recognized leader and diagnostician representing HQ HR and Field HR matters, with a record of hands-on support to Chiefs of Party (COPs), field HR staff, and others.
  • The HR Manager serves as the primary (but not sole) link between field-based international programs and Creative’s HQ HR. A credible link between headquarters human resources and project staff in all field human resource activities, including policy, procedures, and protocols.
  • The HR Manager will work to standardize all aspects of the field HR program to the extent appropriate, within the scope of new and existing projects, and with consideration for a wide range of cultural norms and expectations. Full and intentional compliance with all applicable corporate, client, and governmental regulations.
  • The HR Manager role at Creative is both strategic and hands-on. Creative expects its managers to work at the detail and process level as required while identifying strategic opportunities at the project lifecycle’s proposal, maintenance, and close-down stages.

Reporting & Supervision:

The Human Resources Manager reports to the Director of HR Operations, collaborates closely with all HR team members, HQ/Field project staff, and others, and leads project or Division-specific initiatives.

Responsibilities

**Primary Responsibilities:**International HR Management & Administration

  • Serves as principal point of contact to staff on Field Human Resource related matters including hiring, onboarding, separation/termination, performance evaluations, recruitment, benefits as well as employee relations and organizational policy.
  • Provide guidance and assistance related to the posting of Expatriate staff and TCNs including but not limited to employment agreements, renewals and amendments; relocation; allowances; Works with staff to ensure proper administration of benefits and allowances, payroll data, and changes to employee information.
  • Serve as a resource in the development and updating of local HR salary scales, benefits, and policies. Lead competitive market analysis in countries of operation and new markets to ensure competitive salary scales and benefits.
  • Work with US based and host country legal advisers to prepare templates for country employee agreements and corresponding local employee handbooks including conducting research as necessary.
  • Oversee and administer annual Expat TCN performance evaluations including the development of job descriptions,
  • Serves as a primary link to project HR staff and provides support, capacity building as needed for project duration.
  • Responsible for successful and timely Field HR start-ups and close downs.
  • Defining, monitoring and measuring key success indicators for quarterly reports.

Recruitment & Onboarding and offboarding

  • Recruit key international and HQ based program staff as needed.
  • Issues international employment agreements, allowance packages and amendments.
  • Conducts and coordinates international hire on-boarding and orientation; as well as coordinating end-of-assignment (repatriation) processes to include exit interviews.
  • Delivers pre-deployment and other field HR training.

Employee Relations & Discipline

  • Lead all employee relations with professional grace;
  • Lead/partner on investigations to resolve issues/conflict in the workplace with close collaboration with HR leadership and Legal as appropriate.
  • Act as an impartial mediator in disciplinary procedures to ensure equitable administration and legal compliance. Advise supervisors in determining appropriate disciplinary plans of action.
  • Provides guidance on disciplinary actions and coordinates field expatriate employees’ termination and departure process. Advises field offices in the handling of layoffs, staff reduction, terminations of local employees, and the handling of local employee relations issues.

Qualifications

  • Demonstrated Passion for and commitment to modeling and developing a positive company culture.
  • A minimum of five (5) years of progressive generalist and management experience in International Human Resources management.
  • Knowledge of USAID, Department of Defense, and other U.S. Government funding agency employment rules and expectations are strongly preferred.
  • Demonstrated Commitment and ability to model GESI principles.
  • Strong collaborator with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units required.
  • High degree of integrity, confidentiality, and sensitivity across all interactions.
  • Excellent written and verbal communication skills and prior success communicating/presenting departmental and divisional issues to diverse audiences.
  • Demonstrated ability to identify, recommend and implement best practice approaches that deliver rapid, consistent, high-quality HR management and service provision in an emergency environment.
  • Proven ability to effectively work with local legal and HQ counsel to successfully identify/resolve field HR legal issues.
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high-volume environment and on deadline; aptitude for problem-solving and decision-making needed.
  • Demonstrated ability to lead and contribute to complex projects and day-to-day activities collaboratively.
  • Knowledge of federal and state employment laws and statutes
  • Ability and willingness to travel overseas as needed.

Desired Skills & Qualifications

  • Advanced degree in Human Resources or a closely related field and/or GPHR certification.
  • Understanding of international development purposes, approaches, and players preferred.
  • Work experience abroad, preferably in the international development arena.
  • Foreign language proficiently in Spanish, French, Arabic, or other languages.
